UN Relief and Works Agency for Palestine Refugees in the Near East

Org. Setting and Reporting
– Title of Supervisor: Chief, Ethics Office at HQ Amman
– Title of Supervisee/s: Not Applicable
– Working conditions: As the Ethics Office is an independent Office as per OD 30, the staff member works in the field, reports directly to the Ethics Office in HQ, and collaborates with the Director of UNRWA Affairs in the field.

Responsibilities
A. Provides timely and confidential ethics advice and guidance to management and individual staff on ethical issues, including but not limited to staff misconduct/prohibited conduct, conflicts-of-interest, gifts, honors and remunerations; humanitarian principles, monitors trends and conducts analysis into the root causes of ethical dilemmas for staff.

B. Supports implementation and monitoring of the new Policy on Outside and Political Activities; provides support in the spot-checks / management checks on conflict of interest and outside activities.

C. Conducts complex organizational, managerial and/or legal research; consults and liaises with a number of Departments/Divisions/Sections/Offices and/or other parties, with regards to advice and requests, including Divisions within the Field Investigation Office, Legal Office Staff Assistance (LOSA), Field Human Resources Office, Field Legal Officer, Protection Department; Humanitarian Principles Office, and the Ombudsman Office; makes and analyses case management system statistics and turns numbers to descriptive analysis.

D. Advises staff on the Agency’s policy for the protection of staff against retaliation (PaR) for reporting misconduct and for cooperating with duly authorized audits or investigations; advises staff on internal grievance mechanisms.

E. Supports in conducting preliminary reviews of staff PaR requests and drafts prima facie case findings; develops management recommendations, where appropriate; engages with UNRWA internal justice system bodies on retaliation cases; remediates situations when retaliation has occurred and effectuates consultation/resolution processes; employs creative solutions to prevent retaliation and reduce instances of formal complaints.

F. In direct coordination with the Ethics Office and with the relevant Departments and Fields, designs, develops and delivers training and outreach to increase awareness on ethical issues; supports in drafting and creating outreach materials such as brochures, posters and regular messages for publication; updates the Ethics Office Intranet Page and the external web page
to reflect new developments in Ethics policies, training programmes and activities; supports the Ethics Office and the management of the field in formulating, implementing, and evaluating training and outreach strategies;

G. Supports the Ethics Office in activating and promoting the Ethics Focal Points Network by providing advice, guidance, training, support and participating in monthly meetings, and organizing regular meetings with them at the field level.

H. Provides support in Area Staff Declaration of Interest Programme (ASDIP), liaise with the ASDIP focal point or can be assigned as the ASDIP focal point at the field level.

I. Provides support to the Ethics Office for coordination of sexual misconduct as required.

J. Perform other duties as required.

Education
• Advanced university degree from an accredited educational institution in law, public administration, human resources management or a related field.

Job Specific Qualifications

Work Experience
– A minimum of seven years of progressively responsible experience in legal practices/ law, corporate compliance, oversight services, organizational ethics, staff misconduct and investigations, employee relations or other related fields is required.

Languages
– Excellent command of spoken and written English and Arabic.

Type of Contract: Limited Duration Contract (LDC), Band G. The Limited Duration Contract for this specific EU project applies to external candidates and UNRWA internal candidates on LDC and FT. Should the selected candidate be on FT position, and subject to agreement between the releasing and receiving Departments/Field, that candidate will have a lien to their position for the duration of their contract.

Duration of Contract: 12 months (renewable subject to availability of funds, performance and need).

Grade & Salary: LDC – Band G monthly basic salary JOD 1,538.400 fils.

Other Benefits: Other benefits include compulsory medical insurance, 30 days of annual leave pro-rated to the duration of the contract where less than one year, and family allowance (if applicable).

Additional benefits:
– 2.5 days of sick leave for each completed month of service.
– Maternity Leave, upon meeting eligibility requirements.
– 2 weeks paternity leave. upon meeting eligibility requirements.

This vacancy notice is open to external and internal candidates on LDC and FT contracts.

Only candidates residing in Jordan, and within commuting distance of the duty station with authorization to work in the duty station at the time of application are eligible to apply.
