Organizational Setting
FAO Myanmar is implementing a project under a Technical Cooperation Programme (TCP) entitled “Strengthening Women’s Economic Empowerment through targeted value-chain engagement in Myanmar” to improve post-harvest processing and packaging to produce high-nutritional value-added products of green gram locally in Myanmar. The Project activities will be implemented by the FAO Representation Office in Myanmar with the support of the FAO Regional Office for Asia and the Pacific (RAP) in Bangkok and in collaboration with implementing partner in Myanmar.
Reporting Lines
Under the overall supervision of the FAO Representative in Myanmar and under the technical guidance of the Agricultural Officer RAP (Lead Technical Officer), direct supervision of the Assistant FAO Representative (Programme), in close collaboration and coordination with the Technical Officer in the Food and Nutrition Division (ESN), and National Programme Specialist, the incumbent will assist in the development and day-to-day operation of the project and will perform the following tasks:
Technical Focus
This assignment is to provide the technical support in the green gram value chain to improve post-harvest processing and packaging to produce high nutritional value-added products of green gram locally in Myanmar. The assignment needs to support women-led producers/groups/MSMEs in the target area of Ayeyarwady and Yangon region. Moreover, it is to strengthen capacity of women-led producers/MSMEs on post-harvest management, value-added processing and packaging of green gram in the targeted areas and provide the required processing technology and packaging trainings to be able to produce value-added products.
Tasks and responsibilities
• Provide necessary technical support for establishing women-led producer groups, operations of value-added processing, and producing value-added products sustainability and scalability plans.
• Provide strategic input to technical, financial and managerial aspects of the project to ensure that activities are in accordance with the Project Document and implementation modalities.
• Support the development of project M&E plan, budget and procurement plans (processing tool kits/machines) in consultation with the country office.
• Assist in identifying key stakeholders/actors and the linkages among them; and assist in engaging with value chain actors/stakeholders to gather insights.
• Review relevant documents, the assessment reports, and project reports.
• Design, and customize training materials/curriculum for the capacity-building component of the project and coordinate with relevant stakeholders for support and service provision.
• Identify, analyze, document and communicate case studies, success stories, best practices of project and lesson learned for wider dissemination and sharing with communication unit for their proper reflection.
• Provide technical assistance and capacity development support in the intervention of post-harvest, packaging and processing.
• Ensure follow-up and coordination related to the implementation of work plan for assessment, project implementation and cooperate, and coordinate with other FAO projects for promoting synergies and complementarities in project implementation.
• Participate in relevant meetings and trainings as required.
• Prepare presentation materials for and attend various in-person meetings related to the assignment.
• Prepare and submit an end-of-assignment report according to FAO’s guidelines.
• Perform other related duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced degree in agriculture, rural development, rural sociology, development studies, economic, finance, or other relevant field
• Minimum 5 years’ relevant experience in Value Chain Sector.

• Proven experience in developing sustainability and exit strategies for value chain

• Skills and experience in management of community based and community led leadership and skills management capacity building trainings and exposures.
• Experience of developing backward and forward linkages and productive networking for women producers groups, MSMEs.
• Technical knowledge of innovation in social enterprise development for women empowerment, income generating activities, investments, income enhancement and income diversification.
Selection Criteria
• Experience and technical expertise in the value chain sector.
• Previous working experience in UN agency is desirable.
• Excellent communication in both oral and written English.
• Experience in working with a UN agency or international NGO is desirable.
