The British Embassy in Bishkek is part of a world-wide diplomatic network, representing British political, economic and consular interests overseas and is now looking for a Corporate Services Officer-Finance.
Support a diverse range of stakeholders on financial matters, processing payments. Support to the Embassy’s Corporate Services Manager through monitoring actual spend, and accurate forecasting of spend, of the Embassy’s administrative budget.
The role entails:
Financial Management – 40%
- Responsible for compliance with financial procedures including Distribution Sets, Invoices, Debit and Credit memos, Miscellaneous Receipts and Network Post Accounts, including correctly accounting for spend and reducing the risk of fraud.
- Receive, review and submit invoices to the FCDO’s Global Transaction Processing Centre (GTPC) in Manila for processing; investigate problem invoices and resolve within deadlines provided.
- Preparation of weekly local currency payments and processing payments via credit cards.
- Monitor and where required highlight or escalate key performance indicators.
- Act as local contact for invoices and local payments.
- Monitor cash and bank account and liaise with the GTPC on unreconciled items.
- Responsible for cash box, including maintenance of balance, administration and monthly count.
- Prepare recharges, manual invoice requests, cash-in transit forms and cheques at Post.
- Identify and report on potential efficiencies to maximise value for money for the administrative budget.
- Respond to queries from Senior Management, GTPC and Finance Hub on transactions and act as a main point of contact for GTPC teams and the wider Embassy team for Finance/ Accounts related queries.
- Manage relationship with local bank, local tax office and other stakeholders for finance related matters.
- Monthly update of financial spend records on FCDO finance system, monthly finance housekeeping, accurate forecasting of spend, preparation of cash funding profiles.
Procurement – 30%
- Acts as lead Post requisitioner and receiver for purchasing and supplier maintenance processes.
- Assist with compliance e.g. setting up new suppliers and reviewing existing supplier lists.
- Manage the local contracts database, flagging contract expiration dates and aggregate spend with suppliers.
- Act as global procurement card (credit card) holder for the Corporate Services team.
Payroll – 30%
- Calculate and process monthly salaries and taxation of CBS, including all relevant monthly/yearly statements.
- Prepare statutory returns to local authorities, including social protection allowances, VAT returns, recoveries etc.
- Ensure compliant Corporate Services finance record retention at Post.
- Manage the relationship with the tax office.
- Administration of CBS Medical Insurance.

Our ideal candidate has:
- Proficiency in written and spoken English and Russian (C1 under the CEFR or equivalent).
- Experience in Finance and administrative work in a similar environment.
- Previous use of financial management systems would be an asset.
- Strong analytical skills.
- Excellent hands-on knowledge of MS Excel and other MS Office programmes.
- Ability to effectively communicate with internal and external stakeholders, verbally and in writing.
- Precision in implementing tasks, meticulous attention to detail.
- Bachelor’s degree in Finance, Accounting, Business Administration or related field; or relevant professional accounting certification.

This is a full-time and permanent position.
Working hours from: Monday to Friday 09.00-17.30.
The job is partly suited to flexible working patterns; and the Embassy’s policy on working hours and working from home will allow the job-holder to take a flexible approach. Weekly conditioned hours – 36 hrs.
The gross salary per month is 1,713 USD. Please note 13th monthly salary is paid pro rata in November.
The successful candidate will be subject to a professional background check and security clearance and 3-month probation period (permanent contracts).
