Main purpose of job:

Visas Services and Information’s (VSI) vision is a world-leading immigration service, working for a safe and prosperous United Kingdom. We are looking for a highly organised, flexible and adaptable individual to work with the Senior Leadership Team as a multi-purpose L+D and Business Support Officer. This is a vital and rewarding role.  
 
The job-holder will have a key role to play in supporting staff in their learning and development as well as working with the International Network Business Manager providing office, finance and people management services for both the Asia Pacific regional team and in support of the wider global team.  The job holder will also work within the China Network across one HMG to support on delivering the China Network values.  

Roles and responsibilities / what will the jobholder be expected to achieve:

1. L&D Delivery and Internal Comms (50%) 

  • Lead continual analysis of People Survey results and focus group outputs to support People and Learning and Development Plans, ensuring that these are fit for purpose and accessible to the diverse range of staff/ contract types in all Posts. Track delivery against the plan.
  • Identify skills gaps through engagement with staff and skills audits.
  • Design and develop Learning and Development strategies.
  • Introduce and have oversight of development programmes and sessions, whilst implementing other development opportunities internally.
  • Lead the sharing of best practice and internal expertise from the wider global network.
  • Ensure effective evaluation and reporting of all L&D activity across the International Network, feeding into wider people initiatives.
  • Working with the Senior leadership Team, team leaders and internal organisations (e.g. Learning Champions, International Academy) to develop effective internal communication around key issues and campaigns, e.g. annual People Survey, People Plan, staff events and reward and recognition initiatives.
  • Consistently obtaining feedback through staff engagement and analysing the effectiveness of L&D, people plan, internal communications and people management.
  • Ensure to provide effective support in the management of the centralised L&D budget, ensuring all spends aligns with identified priorities and supports the delivery of the L&D strategy.
  • Providing advice and guidance on personal development plans.
  • Work with external suppliers, both within Mainland China and in the UK where necessary, to provide bespoke personal development.

2. Business Support Team responsibilities (40%) 

  • Supporting Head of Region and Operations Team Manager to ensure that the region has adequate and suitable resources to complete its activities. Providing recruitment support where required, including the change request process.
  • Work with Head of Region and A&I lead to ensure that continuity plans and risk registers are up-to-date and fit for purpose.
  • Working with the International Network Business Manager to track HERA expenses and update budget trackers.
  • Handling office maintenance requests through JLL, point of contact for handling the requests.
  • Liaising with Corporate Services – to maintain standards and contribute to corporately to the wider network.
  • Ad-hoc orders for items required in the office across the network, i.e. stationery orders.
  • HR duties including keeping documentation up to date, keeping our staff records up to date for emergency phone tree, staff lists and contact details, birthday lists, ensuring all know HERA deadlines and contact details.
  • Compiling and sending staff FTE returns and reports to the UK on regular basis.
  • Tracking reward and recognition across the team to budget. Proactively supporting team and Individual award nominations and drafting comms linked to awards.

3. Administrative support to the International Network Senior Leadership Team (10%)

  • Diary and administrative support to the senior leadership team (e.g. organising meetings, booking meeting rooms).
  • Organising Town Halls and supporting IT elements for full regional participation.
  • Supporting weekly SLT readouts.
  • Working Stock Custodian. Responsibility on a rota basis for ensuring correct daily vignette stock for the visa printing team

  • Must hold one of the following passports: UK, US, Canada, Australia, New Zealand
  • Excellent written and verbal English communication skills.
  • Previous experience effectively managing relationships and in a dynamic and diverse setting.
  • This is an office-based role. Successful candidates must be able to attend the workplace.
  • Good IT skills, knowledge of MS Office applications.

  • Previous experience and/or knowledge of UK Visas and Immigration operations would be beneficial, as would experience of working in other government departments’ operational environments.
  • Previous experience in a learning and development role.
  • Ability to work in a fast-paces environment.

Working Patterns:
