The British Embassy in Bucharest is part of the United Kingdom’s world-wide diplomatic network, and represents British political, economic and consular interests in Romania. We are currently looking for a Defence Section Manager. The successful candidate will work with the Defence Attaché to deliver UK Ministry of Defence and British Embassy objectives in line with British Government Bilateral and Regional Policy in Romania.

Roles and responsibilities:

  • Manage the day-to-day running of the Defence Section office to support the Defence Attaché with all their activities and ensure the section is administered in accordance with the UK Ministry of Defence Regulations.

  • Manage the Defence Sections Operating and Activities budgets, providing daily oversight of transactions and compiling periodic returns and reports.

  • Support the Defence Attaché in overseeing UK military activity in country.

  • Organise incoming UK military and governmental VIP visits, and staff course visits to the Embassy/Defence Section, and with senior Romanian military and governmental representatives.

  • Organise visits by the Defence Attaché to Romanian military bases and/or sites where UK military personnel are exercising and operating.

  • Assist the Defence Attaché with organising and hosting visitors to the Defence Attaché Residence for official entertainment.

  • Lead the organisation of UK military ceremonial events, including Remembrance Day in country.

  • During periods when the Defence Attaché is absent/unavailable, respond to UK Ministry of Defence and Romanian Ministry of National Defence requests and requirements, including diplomatic clearance.

  • Represent the Defence Section at cross department meetings within the Embassy, including during periods of crisis, providing Defence perspective and delivering Defence related output.

  • Engage and work with representatives from ally/partner Defence Sections based in Bucharest.

  • Develop and maintain a robust contact network in the Defence and Security field, including but not limited to UK Ministry of Defence, Romanian Ministry of National Defence to facilitate the activities of the Defence Section.

  • Analyse and Report on Defence & Security related issues, including, but not limited to, UK-Romanian Bilateral, Russia, Ukraine, NATO and OSCE. Provide Defence & Security related guidance to other Embassy based departments.

  • Assist the Defence Attaché during high level Ministry of National Defence, Parliament and Defence Industry meetings and events.

  • Fluency at C1 level in English and Romanian according to CEFR framework*, or equivalent.

  • 2 years’ experience in Defence & Security, Political-Military Bilateral/Multilateral environment or a related field.

  • Experience managing budgets and in developing and delivering projects.

  • Robust organisational skills.

  • Experience in managing and delivering a demanding workload as well as responding flexibly to changing priorities.

  • Strong IT skills in MS Outlook/Teams, Word, Excel and PowerPoint.

  • Ability to work independently and show initiative with limited day-to-day supervision whilst operating as part of a wider team with shared goals and wide-ranging objectives.

  • This role will also require vetting for a UK security classification.

  • Bachelor’s degree or higher in a related field.
  • Understanding of the UK-Romanian bilateral relationship, especially in the field of Defence & Security and NATO.

  • Experience working with UK Government and Ministry of Defence.

  • Knowledge of British Ministry of Defence organisational structure and regulations.

  • Knowledge of the Romanian Military organisational structure and protocols.

This is a full-time fixed-term contract for 12 months (35 hours net per week) with the possibility of extension. Working hours are flexible and staff are entitled to time-off-in-lieu for agreed extra hours worked.

The annual leave entitlement is 25 days per year pro rata and the Embassy also enjoys a maximum of 14 Romanian / UK public holidays per year.

Monthly salary is 15,370 RON gross, monthly meal tickets of RON 10/working day, private medical subscription of EUR20/month. In addition, staff are entitled to a 13th month salary pro rata and may receive a performance related bonus at year end. Staff also receive meal vouchers and a monthly subscription to a medical centre. An individual personal development plan will be agreed with the successful candidate, which may include training outside Romania. The successful candidate will be subject to confirmation of a background check and security clearance, and satisfactory completion of a probationary period of 30 working days.

All applicants should have a pre-existing legal status to live and work in Romania. The British Embassy does not facilitate/sponsor visa applications and work permits. Staff recruited locally by the British Embassy are subject to terms and conditions service according to Romanian employment law.

Visa/work permit requirements: Candidates must currently hold the independent right to live and work in Romania and be prepared to ensure that right remains throughout the scope of the contract.
