Who are we? 

The British Embassy in Ankara is part of a world-wide network representing British political, economic and consular interests overseas, and is now looking for Economic Adviser. 

Main purpose of job:

The job holder will lead on the economic advisory and livelihoods component of the UK’s new bilateral programme and report directly to the Development Director.

You will work closely with the Development team for the new bilateral programme, including the Humanitarian Adviser, Senior Programme Manager and Programme Officer. You will also liaise and interact with the CBS economist and UK based Climate and Economy leads and be a source of expertise on Value for Money (VfM) approaches as well as development economic analysis across the Embassy.

In addition, you will liaise directly with delivery partners focused on livelihoods and job creation and manage the technical level relationship, contributing to research, results delivery and working closely with the Development Director and the Development Team’s wider engagement and influencing with Government of Turkiye (GoT) partners. You will also liaise more broadly with GoT and wider International Community on development economics, job and livelihood creation and economic growth as and when relevant. 

You will also engage in the overall programme delivery results, monitoring and evaluation to provide a VfM approach and ensure the livelihoods component of the programme is robustly evaluated and measured, linking this to ongoing research and evidence-building in FCDO’s evaluation directorate.

Roles and responsibilities:

  • Leading the economic analysis and livelihoods component of the new Building Refugee Resilience in Turkey (BRRIT) programme in Turkey.
  • Leading the technical relationship with partners working on economic inclusion/livelihoods to ensure delivery, results and policy objectives of the BRRIT programme are on track.
  • Significantly contributing to the ongoing design of monitoring and evaluation of the BRRIT programme and working closely with the Programme Team to ensure a value for money approach is mainstreamed throughout the programme and all delivery partners.
  • Providing economic analysis of needs and corresponding response in line with the Development priorities of Turkey Country Plan.
  • Contribute and participate in technical level discussions on job creation and livelihoods in Turkey with a particular focus on refugees and crisis contexts.
  • Engaging with other MENA economists, including Syria team to deliver HMG Syria policy, promote regional stability.
  • Contributing to best practice in understanding economic and applying VfM across the wider Embassy and FCDO’s Economics and Evaluation Directorate (EED), particularly in MENA plus Turkey (MENAT).

Our Ideal Candidate shows: 

  • Fluent written and spoken Turkish and English (C1 level the Common European Framework of Reference for Languages*);
  • Masters degree in Economics;
  • A minimum of five years’ experience working in economic/livelihood focused roles in an international context;
  • A minimum of three years of working with International Development programmes;
  • Strong drafting and communication skills;
  • Proactivity, flexibility, and strong team working skills;
  • Ability to work on own initiative, often without direct supervision;
  • IT literacy, including MS Office (Word, Excel, PowerPoint).

Demonstration and evidence of the following technical competencies are essential and will be assessed at recruitment as well as through a presentation:

  1. International economics: Being able to understand and explain the interaction with the global economy including: balance of payments; international and regional trade; international aid, remittances, financial flows and debt; migration; international and regional financial institutions and regulation.
  2. Micro Economics: Being able to understand and explain the behaviour of firms or households including: the importance of choices and incentives; demand and supply analysis; competition; market or sector analysis; behavioural economics; the rationale for government intervention and core project appraisal skills (see The Green Book)
  3. Analysis of Data: Being able to analyse, explain and use data sources to produce evidence for informing policy advice. This includes: sourcing data sets; working with economic models; transparently presenting assumptions; ensuring risks and sensitivities are assessed and carefully interpreting output data.

This is a full-time, temporary contract (36 months with possibility of extension), for 5 working days (36.25 hours net), per week. 

The monthly salary for this position is $5,165.00 USD gross, paid in 12 instalments, SEO level. Please note that staff members are responsible for paying any income tax required by local law. 

All applicants should have the right to live and work in Türkiye. The British Embassy does not sponsor work permits. 

The successful candidate will be subject to professional background check, security clearance and a probation period of 2 months. 

Staff recruited locally by the British Embassy in Ankara are subject to Terms and Conditions of Service according to local Turkish employment law.
