Main purpose of job:

This is an exciting opportunity for a driven and knowledgeable individual to join the Growth, Prosperity, and Climate (GPC) Team at the British High Commission (BHC) in Kampala.

The GPC Team leads on policy and programming related to Uganda’s economic development. The Team manages several Official Development Assistance (ODA) programmes, such as the Climate Smart Jobs programme. The Team engages with the Government of Uganda on policy; for example, the UK provides expert support to Uganda’s Tax Policy Department and has supported the Government to deepen it’s work on renewable energy. The GPC Team also collaborates with the UK’s Department for Business and Trade which supports British Businesses in Uganda.

This role will provide maternity leave cover for the Local Economic Advisor in the GPC team. The Local Economic Advisor role works on a wide range of workstreams, from providing regular analysis of the Ugandan economy to leading the BHC’s work on trade policy. They will be required to support with economic appraisal, play an active role in collaboration with BHC partners, and be part of a multi-disciplinary team. The role will report to and work closely with the UK Economic Advisor is the BHC.

Roles and responsibilities:

This role will have four core objectives:

Economic Briefing and Analysis. As one of two economists in the BHC, the role holder would be expected to contribute to regular economic briefing and analysis by:

  • Producing quarterly economic briefing (and ad-hoc briefing when needed) for the office. This involves tracking major economic trends (for example, food and fuel prices, exchange rates etc.) and summarising the latest economic analysis in Uganda.
  • Updating the BHC’s Quarterly Stability Tracker and FCDO’s Quarterly Africa Macro Tracker to reflect any shifts in Uganda’s economy.
  • Supporting the Economic Advisor to preparation of briefs on the 2025/26 Budget Framework paper and National Development Plan IV.
  • Support the Economic Adviser, and other BHC staff, with understanding Government of Uganda processes, people and politics.
  • Contributing to economic analysis, including ongoing work on an analysis of Uganda’s growth.
  • Provide economic analysis to support ODA programmes across the BHC. For example, this could involve economic appraisal for a business case, value for money analysis for an Annual Review, or support on Monitoring, Evaluation, and Learning for a programme.

UK-Uganda Partnership on Economic Issues. The BHC is currently considering ways to update our economic partnership with Uganda. The role holder would be expected to support those efforts by:

  • Advising the BHC Development Director on the best way to update the UK’s partnership with Uganda on economic issues and briefing him for meeting with the Ministry of Finance (MOFPED) on the issue.
  • Leading interactions with MOFPED to develop the idea and create the documents, processes and structures of an updated partnership.

Lead implementation of the BHC’s Macroeconomic Influencing Strategy (MIS). The BHC’s MIS sets out how the BHC aims to support the Government of Uganda to maintain its strong record of macroeconomic stability. The role holder would lead the implementation of this strategy by:

  • Organising and chairing regular (monthly) BHC meetings on Uganda’s macroeconomics.
  • Supporting the management and engagement between BHC and the PRFC Technical Adviser embedded in the Ministry of Finance to strengthen public financial management.

Lead FCDO Kampala’s work on trade policy. The BHC has a range programme and policy work on trade policy, the role holder would lead that work by:

  • Overseeing the delivery of trade facilitation work by TradeMark Africa under the BHC’s Climate Smart Jobs programme.
  • Support FCDO’s Trade Centre of Expertise to monitor TradeMark Africa’s work on trade standards in Uganda.
  • Organise the 2nd GoU and Development Partners’ trade policy round table by June 2025.

Resources managed (staff and expenditure):

This role will not have any line management responsibilities. The role holder will, however, be responsible for overseeing ODA programming. For example, the role holder will support management of the £39m Climate Smart Jobs Programme.

Please note the duration of this Maternity Cover is 5 months and 2 weeks.

  • An undergraduate degree in economics
  • At least 3 years’ relevant experience
  • Strong quantitative skills to analyse economic data
  • Experience of conducting economic appraisals with a view to advising on value for money
  • Knowledge of economic institutions in Uganda (e.g. Bank of Uganda, Ministry of Finance and UBOS), a strong network of contacts in these institutions and understanding of the political economy of the institutions
  • Ability to communicate advice persuasively to both economists and non-economists and describe complex qualitative data in simple terms
  • Ability to build and develop networks with a wider range of stakeholders, including, alumni networks, academia, government and others

  • Master’s degree in economics and at least 5 years of relevant experience
  • Project/programme management experience

Learning and development opportunities (and any specific training courses to be completed):

Given the short-term nature of this role, there will be limited opportunities for standalone L&D. The role holder will, however, be working on a wide range of workstreams and engaging with a multi-disciplinary team of BHC staff which will provide many opportunities to learn and develop ‘on the job.

In addition to the ‘general’ UK Civil Service competencies listed above, applicants will be expected to demonstrate evidence of the additional ‘economist competency’ below in their application:

Applying economic theory and analysis. The applicant can explain and apply a variety of economic tools, techniques, and methods to a range of work/policy areas, making use of relevant economic theory (e.g. international trade, industrial economics, development economics, public finance) to develop/oversee the evidence base for policy development. Must demonstrate this ability across the areas of macroeconomics and microeconomics.
