The British Embassy in Israel is part of a worldwide network representing British political, economic, and consular interests overseas, and has an exciting opportunity for a Programme Manager for the UK Integrated Security Fund.
This is an exciting opportunity for a dynamic, collegiate, self-motivated individual with strong leadership qualities, and significant programme and project management experience to manage projects that aim to create greater diversification of Israeli public discourse around strengthening pathways for political dialogue and prospects for peace as well as support to civil society organisations including to achieve positive gender outcomes.
This Programme Manager role sits within the team that manages the UK’s Integrated Security Fund’s (ISF) Occupied Palestinian Territories (OPTs) and Israel programme. The role is based in the British Embassy Tel Aviv’s (BETA) Political team. The rest of the programme team are based across Jerusalem, Ramallah and Gaza working on projects in support of a two-state solution.
The Integrated Security Fund is a unique cross-government Fund that provides development and security support to countries at risk of conflict or instability. The Fund supports and delivers security, defence, peacekeeping, peacebuilding and stability activity in over 70 countries using both Official Development Assistance (ODA) and non-ODA funding.
The jobholder will need to lead this work through providing analysis and strategic input, while developing contacts with project implementers and other stakeholders. The successful applicant will have the drive and ability to see projects through from inception to delivery and impact assessment.
Duties and responsibilities:
- Manage up to approximately £1M p.a. value of projects through their lifecycle, from planning to delivery and evaluation.
- Understand and keep up to date with compliance requirements of the UK Integrated Security Fund Operating Framework to ensure projects are delivered by partners to agreed standards and schedules.
- Monitor project impact against objectives and input into reporting at Post and to London.
- Be responsible for project purchases and payments on the British Embassy accounting systems.
- Develop and maintain productive working relationships with potential and existing project implementers, think tanks, civil society leaders, NGOs, and with other international donors.
- Input into political reporting and policy work on areas relevant to the projects.
- Where relevant, work with the Embassy and Consulate Communications teams to ensure appropriate media coverage of the project and associated policy work.
- Be responsible for commissions for information from London on Gender, Conflict Sensitivity, Risk and Financial Management and be flexible in supporting team-wide responsibilities, e.g. on reporting.
- Manage and support the Embassy-led project activity across a wide range of HMG objectives and as the point person for all project-related queries in BETA.
- Be responsible for additional cross cross-Embassy tasks as required and where there is capacity. This may include support to the wider team, arranging and writing up meetings, briefings and support to incoming visits from UK ministers and senior officials. This will also include corporate contributions and involvement within the wider Embassy.
The above list is not exhaustive, and the jobholder will be required to be flexible and take on other ad hoc tasks as required, including participating in the Embassy’s emergency planning and any other response to a crisis affecting UK Citizens.

- 2+ years’ experience of programme and project management and financial management.
- Proven organisational and administrative skills, including ability to pay close attention to detail while managing a large number of tasks.
- Excellent judgement, problem-solving and analytical skills.
- Ability to be a self-starter and to work closely with colleagues as part of a team across different locations.
- Strong ability to build positive and trust-based working relationships, collaborate with partners across FCDO and external stakeholders.
- Strong IT skills and literacy in Microsoft Office applications (Word, Excel, PowerPoint, Outlook, Teams).
- Fluency in English language skills, both written and spoken. Able to express ideas and messages clearly and concisely.

Eligibility:
If you are selected for this position, we will be able to employ you as long as you:
- Receive the appropriate level of security clearance; and
- Are able to work legally in Israel.
Working hours and remuneration:
The Embassy aims to offer an attractive working environment and remuneration package for this role, including a non-negotiable salary of ILS 17,000 per month plus transport allowance and social benefits: Pension employer contribution 7.5% and Keren Hishtalmut employer contribution 7.5%.
No accommodation nor relocation expenses are payable in connection with this position. Parking facilities are not provided nor paid for by the Embassy.
This position is for a full-time employment, on a permanent contract, subject to a 6-month probationary period.
Working hours is 37.5 per week. Core working hours for the role are Monday to Thursday 8:00-16:00 and Friday 8:00-13:30. This is a hybrid position and can be worked partly from the office and partly remotely or full time from the office. Any flexible working patterns may be considered based on operational requirements and agreement with the line manager, and in line with FCDO and Embassy policies.
The Embassy is committed to providing a wide range of learning and development (L&D) opportunities. The jobholder will have the opportunity to participate in the Integrated Security Fund’s Programme Management course, subject to availability.

Process:
The recruitment process, including security clearance, is expected to take around two-three months. The security clearance process includes checks available in country and with UK, dependant on the security level required for the role and the candidates profile and UK footprint.
