NCA (National Crime Agency)

The National Crime Agency (NCA) leads UK law enforcement’s fight to cut serious and organised crime. The NCA has national and international reach and facilitates cooperation between UK and International Law Enforcement Agencies and partners.  The NCA team in Romania is part of the International Liaison Officers Network.

The International Liaison Admin Officer (ILAO) works at the British Embassy in Bucharest to support the activities of the NCA International Liaison Officer (ILO) and International Liaison Advisor (ILA) at post.

The International Liaison Admin Officer (ILAO) is line managed by the ILA, and their role encompasses, communication and administrative skills, the ability to manage records and provide general support duties to the ILO office.

The ideal candidate displays excellent interpersonal and communication skills with the ability to work in an environment where time-critical actions can make great demands upon staff; this means that the post can sometimes be both exciting and challenging. The job requires proven administrative and organisational skills, and the ability to manage confidential matters and staff.

Main responsibilities will include:

1.    Our ILAO will need to provide a range of general support duties to the ILO inside and occasionally outside of normal working hours.

  • To accommodate to the local sensitivities/customs,
  • Develop and maintain a working knowledge of the country, agencies persons of contact that the ILO will need to access/engage with
  • Organise meetings with key partners, answering queries, sharing intelligence and introducing them to contacts.
  • Translate live, digital and paper based communications accurately and succinctly.

 

2.    Our ILAO will need to have strong interpersonal skills, and be able to confidently communicate in person, by phone and by email to a range of stakeholders (both senior and junior) in order to support the maintenance of key NCA relationships at post.

  • Continue to build and maintain productive relationships with an effective range of internal and external (current and new) contacts in Romania and Moldova by supporting strategic and tactical activity.
  • Manage partner expectations, positively influencing partners to expedite response times when necessary, while seeking positive outcomes when explaining challenging situations to partners such as shifting operational objectives/priorities to ensure that the relationship remains balanced.

 

3.    Our ILAO will need to have strong organisational and administrational skills including basic finance, MS Excel, MS Word and MS PowerPoint in order to manage the ILO Office environment.

  • To maintain the accounts spreadsheet and receipt folders
  • Maintain physical and virtual filing protocols to support administrative functions
  • Ensure NCA Fleet are maintained through MOT and Service schedules.
  • Manage any stationery and IT requirements for the office.

 

4.    Our ILAO will need to have a strong grip on all of the activity live/historic that occurs at post to support the ILO in managing risks and opportunities at both strategic and tactical levels.

  • Develop, maintain and enhance an Excel based portfolio of all NCA activity (up to a classified level). Thus demonstrating the ability to input data and account for a large and accurate data set, flagging issues to the ILA and ILO.
  • Maintain clear and accurate and accountable records in Outlook, Teams and file structures.

 

5.    Our ILAO will need to adapt a whole systems approach to support life at Post and via NCA

  • Support wider Embassy working groups including Crisis, Diversity, Communications, etc.
  • Maximise knowledge of challenges/expectations/opportunities to support and work smarter attending annual placements in Host partner Agencies from 1 day to 1 week depending on need/opportunity.

 

6.    It is expected that the ILAO has a strong knowledge of NCA Priorities, and stakeholder needs

  • Maintain NCA knowledge via engagement with the respective NCA Desk in the UK, intranet access and read/digest of NCA and partner strategic products.

 

 

Our ideal candidate shows: 

  • Excellent command of spoken and written English and Romanian (at a minimum of C1 level according to CEFR*);
  • 1 to 2 years professional working experience within a similar administrative role or a bachelors university degree within a relevant field of study;

  • Good IT skills and ability to use MS Office Suite packages (including Powerpoint, Word, Outlook, Excel, internet etc.);

  • Strong organisational skills for document and record management;

  • Self starter with excellent problem solving skills; 

  • A team player, able to work with other members of the Embassy and communicate across a wide range of external audiences;

  • Strong research and record keeping skills;

  • Strong work ethic and ability to respect the confidentiality of work issues; 

  • Flexibility to work outside of normal working patterns, when necessary.  

It would be great to have

  • Previous work experience in a law enforcement environment

  • Knowledge of the Romanian legal system

  • Experience working in an international environment

This is a full-time, fixed-term contract for a period of 12 months (35 hours net per week) from Monday to Friday between the hours of 08:00am and 16:00pm. 

Flexibility for out of hours emergencies may be required. Staff are entitled to time-off-in-lieu for agreed extra hours worked. 

The annual leave entitlement is 25 days per year pro rata and the Embassy also enjoys a maximum of 14 Romanian / UK public holidays per year. 

The monthly salary is 8,480 RON gross. In addition, staff are entitled to a 13th month salary pro rata and may receive a performance related bonus at year end. Staff also receive meal vouchers and a monthly subscription to a medical centre. An individual personal development plan will be agreed with the successful candidate, which may include training outside of Romania. The successful candidate will be subject to confirmation of a background check and security clearance, and satisfactory completion of a probationary period of 30 working days. 

All applicants should have a pre-existing legal status to live and work in Romania. The British Embassy does not facilitate/sponsor visa applications and work permits. Staff recruited locally by the British Embassy are subject to terms and conditions service according to Romanian employment law. 

Visa/work permit requirements: Candidates must currently hold the independent right to live and work in Romania and be prepared to ensure that right remains throughout the scope of the contract. 

Please note that it is your responsibility to ensure you meet the legal requirements to live and work in this country. 

Security clearance: Post holder will need to adhere to an NCA Risk Mitigation protocol outlining the sensitivities of NCA materials and practices, and requirements to protect these. Post holder will need to obtain FCDO Security Clearance before starting the contract, and will then need to obtain NCA Enhanced Security Clearance once they have begun the contract. If the NCA Clearance is not achieved the contract will be terminated. If NCA Vetting is achieved and there is an NCA business need, a permanent contract may be negotiated.
