The British Embassy Amman has a vacancy for Programme Officer, job grade Executive Officer (EO), on a fixed term contract initially for three (3) years, with the possibility of renewal.
The successful candidate will join the Political and Governance Team and will be responsible for:
- Programme management, including finances of the UK Governance support programme.
- Supporting the design of the new governance programme
- Initial programme design funds, and, subject to programme approval, manage the delivery of a £40 million governance support programme from mid-2025.
- Leading on high-level visits for the British Embassy.
The jobholder will support the development of program design, coordinating both internally with Governance Advisor and with others across the Embassy, and externally with the Government of Jordan. The jobholder will be expected to initiate and maintain funding arrangements, including drafting of contracts and terms of reference for procurement if needed. The jobholder will also be responsible for efficient management of the project portfolio on the Foreign, Commonwealth and Development Office’s (FCDO) Aid Management Platform and on our internal finance and procurement management system, including maintenance of supplier information and full delivery of the purchase to pay cycle.
The jobholder will also be responsible for coordinating relationships externally with implementers, supporting programme design, coordinating monitoring and evaluation; ensuring compliance with the FCDO’s Programme Operating Framework (PrOF); managing the timely provision of financial reporting within Embassy and HQ; and working with the Governance Advisor to monitor and evaluate program delivery and partners’ reports and finances.
The jobholder will ensure compliance with existing internal FCDO policies on Gender Equality and Social Inclusion, safeguarding policies, and support the Programme Team’s ambitions on gender sensitivity and inclusivity.
In addition, up to 30% of the jobholder’s time is allocated for leading on coordinating high-level official visits. This is a high-profile area of work with some of the most senior British VIPs, including UK Government Ministers on official visits to Jordan.
Duties and responsibilities:
– Programme management
- Ensure key partner deliverables are tracked in the programme delivery frameworks.
- Support the Governance Advisor in the program design and quality assurance.
- Maintain programme risk registers, proactively highlighting and escalating concerns, risks, and issues to the appropriate level.
- Donor coordination, supporting the Governance Advisor on stakeholder engagement and coordination with other donors.
- Draft reports and write-up of meetings for an FCDO audience and HQ. Provide some translation support when and if needed.
– Financial management
- Manage budget related to the program design fund. Use a commercial mind-set and understanding of project budget to support achievement of value for money.
- Regularly update delivery chain maps showing key issues and risks at each stage of funds movement.
- Ensure timely and accurate financial forecasts.
– Visits management
- Work closely with the Ambassador and Senior Leadership Team in managing VIP visit programmes, including providing advice on locations, meetings, project visits, and media opportunities.
- Management of logistics and protocol arrangements around visits, including the creation of transport schedules and arranging accommodation.
- Communicate visit programmes, including keeping the Ambassador’s and Deputy Head of Mission’s outer office informed of visit arrangements. Liaison with other Embassy teams regarding visits arrangements, particularly Security, Protocol, and Transport
- Monitor and manage the budget for visits, ensuring arrangements stay in line with expenditure guidelines.
- Work with external stakeholders, including liaison with Jordan’s Ministry of Foreign Affairs to set up meetings and agree protocol and security arrangements.
– Other Corporate task: Contribute to improving working culture and life in the British Embassy and delivering on selected corporate objectives.
The above list is not exhaustive, and the jobholder will be required to be flexible as specific responsibilities could change in the future and this would be at the discretion of the line manager/ senior management and agreed with the jobholder. The job description may be reviewed to meet changes in business needs. The jobholder may also take on other ad hoc tasks as required, including participating in the Embassy’s emergency planning and any other response to a crisis.

- Relevant experience of programme/ project management, ideally for at least five (5) years.
- Experience of working in an international organisation on government reform policies
- High-level understanding of programme/ project results and risk management and in programme/ project finance and contract management.
- Confident and clear communicator, and fluent in English and Arabic. Able to express ideas and messages clearly and concisely, both verbally and in written communication.
- Ability to build strong, respectful, and collaborative working relationships with stakeholders including those with diverse cultural backgrounds and opinions.
- Ability to drive delivery of outcomes and overcome obstacles, especially when working with and through others.

The Embassy aims to offer an attractive working environment and remuneration package for this role, including a non-negotiable gross salary of JOD 1,796 per month based on 37 hours per week.
Salary will be paid in gross, and you are expected to comply with your tax obligations through completion of a tax return to the local authorities. If exceptionally you are not liable to pay Jordanian tax, you will receive a net salary, which is minus the deduction of an equivalent level of local tax. Further information on this will be provided at interview if necessary.
This role is for a full-time employment, on a fixed term contract basis initially for three (3) years. The successful candidate will be subject to a 90-days probationary period (as appropriate). The appointment is subject to satisfactory local and UK security clearances. The selected candidate must have a right to live and work in Jordan.
Normal working hours at the Embassy are Sunday to Wednesday 08:00-15:30 and Thursday 08:00-15:00. The Embassy operates a flexible working policy that allows staff to work different hours as well as allowing staff to work from home one day a week, based on operational requirements and agreement with the line manager, and in line with FCDO and Embassy policies. The jobholder should be flexible in their approach to hours worked as these will also be dictated by operational needs and may involve working out of hours (evenings/ weekends), especially during visits and events.
