The British Embassy in Beirut has a temporary vacancy for a Finance Assistant in the Security Policy and Programmes (SPP) team. This will be for a six-month period from 1 July 2024 to 1 January 2025.

Reporting to the Finance Manager, you will be responsible for carrying out finance and administrative tasks for the UK Integrated Security Fund (ISF) Lebanon programme. You will provide support to the SPP team, play a vital role in ensuring that programmes are delivered to budget and provide the necessary day-to-day support to ensure that the team meets its wider financial objectives.

You will also carry out an administrative role, including facilitating external visits to the Embassy, staff field visits within Lebanon, and wider office management tasks. You will work with a broad range of project partners, both local and international, as well as a wide range of Embassy stakeholders.

The UK ISF Lebanon programme, worth over £16 million in FY 24/25, is designed to help Lebanon address internal and external threats to its security, by maintaining the resilience and professionalism of the security institutions as the country faces multiple crises.

Roles and responsibilities:

Budget Management and Forecast amendments

  • Monitor the team’s budget with use of financial tools (e.g. HERA), following up on day-to-day expenses. Keep track of all finance timelines (e.g. reporting, invoicing, receipt of supporting evidence) and follow up with project managers and implementers where necessary.
  • Monitor budget spend against approved Activity Based Budgets for all SPP projects by reconciling receipts against financial reports and spotting any under/overspend. 
  • Assist in updating the programme’s financial tracker for Embassy and wider stakeholders.
  • Update HERA when required, updating forecast spend and payment data, preparing HERA draft reports and submitting to Finance Manager for approval.

Financial Compliance

  • Lead on financial compliance including raising requisitions, tracking purchase order approvals; and setting up suppliers on HERA. Ensure compliance and 100% allocation spend by the end of the financial year.
  • Review of projects’ financial audit reports.

Invoice management

  • Process invoices and follow up on reconciliation of payments.
  • Provide advice to queries received from Staff and suppliers.

Administrative tasks

  • Assist the UK ISF Team with meetings and visit preparations.
  • Respond to the needs of programme managers and the Finance Manager on business administration and ad hoc tasks e.g. managing staff anual leave chart.

The above list is not exhaustive and the jobholder will be required to be flexible and take on other ad hoc tasks as required.

Eligibility:

If you are selected for this position, we will be able to employ you as long as you:

  • Receive the appropriate level of security clearance;
  • Have (or be willing to obtain) the right to live and work in Lebanon. Candidate’s residence permit and work permit, and the expense to obtain them, will be their own responsibility.

Working hours and remuneration:

The Embassy aims to offer an attractive working environment and remuneration package for this role, including a non-negotiable salary of $2,300 per month. The salary will be paid gross, and you are expected to comply with your tax obligations through completion of a tax return to the local authorities.  However, for third country nationals and UKB staff spouses/ partners employed by the Embassy, as you are not liable to pay Lebanese income tax, your salary will be abated by an amount equivalent to the Lebanese tax that would otherwise be payable (if appropriate).

There are no other allowances payable as part of this package. No accommodation and relocation expenses are payable in connection with this position.

This position is for a full-time employment, on a fixed-term contract basis of six (6) months. This is a temporary position only. We expect this to run from 1 July 2024 to 1 January 2025. The successful candidate will be subject to a 90-day probationary period. The appointment is also subject to satisfactory local and UK security clearances.

Conditioned working hours are 40 hours gross per week. Normal working hours are Monday to Thursday 08:00-16:00 and Friday 08:00-14:00. The Embassy is committed to ensuring that you are able to maintain a suitable work-life balance. Some flexibility in working hours will be permitted subject to negotiation and agreement. The successful candidate will be required to attend set weekly meetings and some internal and external events possibly after working hours.

The Embassy is committed to ensuring that you are able to maintain a suitable work-life balance. Annual leave entitlement is 20 days plus 14 public holidays (on a pro rata basis).

Process:

The recruitment process, including security clearance, is expected to take around two-three months. The security clearance process includes checks available in country and with UK, dependant on the security level required for the role and the candidates profile and UK footprint. Appointable candidates who were unsuccessful at interview may be placed on a ‘reserve list’. If during the reserve period of six (6) months the same or a largely similar role becomes available, that role may be offered to the second or subsequent candidate.
