The British Embassy in Beirut has a temporary vacancy for a Programme Manager in the Counter-Terrorism Programmes Fund Team (CTPF). This will be for a six-month period to cover maternity leave (expected to be mid July to mid January).
The Counter Terrorism Programmes Fund, worth over £1 million in FY 24/25, is respected as one of the leading CT programmes in the region. Lebanon’s CTPF current activity includes support to the Lebanese security agencies, work on human rights, and projects in Lebanese communities to combat the threat of radicalisation.
Reporting to the Head of the CTPF Team, you will be part of a busy team working to deliver our programming in the security sphere, a key priority area for the UK. You will gain fascinating insight into how the UK delivers its objectives through programming. You will play a vital role in ensuring that programmes are delivered on time and to budget and will provide the necessary day-to-day support to ensure that the team meets its wider CT objectives.
You will also need to monitor risks around safe-guarding and duty of care. You will work with a broad range of project partners, both local and international, as well as a wide range of embassy stakeholders.
Roles and responsibilities:
- Lead on effective delivery of the UK’s CTPF programme in Lebanon including managing all project documentation and overseeing finances to ensure projects are on time, on budget and meeting milestones.
- Attend key meetings and visits with implementors and beneficiaries in Lebanon, representing the British Government.
- Build strong working level relationships with key stakeholders, including the with the Lebanese Government and security forces and also across the Embassy.
- Help evaluate overall project/programme performance: the impact and effectiveness of projects in the CT programme in meeting the strategic objectives of British Embassy Beirut and broader UK aims.
- Hold lead implementing partners to account, including in providing timely project reporting and documentation.
- Be responsible for driving minimum standards for Gender Equality and Social Inclusion across delivery and promote learning and adaptation.
- Lead on the tender process and supporting potential implementers in preparation of bid forms
- Line manage the Programme Support Officer to ensure smooth running of the Embassy CT programme effort.
The above list is not exhaustive, and the jobholder will be required to be flexible and take on other ad hoc tasks as required.

- Fluent communication skills in English and Arabic (both spoken and written). Able to express ideas and messages clearly and concisely.
- Minimum 2 years experience in a project management role.

- Experience of using relevant Foreign Office IT tools – e.g. PRISM, Hyperion.
- Experience of CT, or security more broadly.

Working hours and remuneration:
The Embassy aims to offer an attractive working environment and remuneration package for this role, including a non-negotiable salary of $3,082 per month. The salary will be paid gross, and you are expected to comply with your tax obligations through completion of a tax return to the local authorities. However, for third country nationals and UKB staff spouses/ partners employed by the Embassy, as you are not liable to pay Lebanese income tax, your salary will be abated by an amount equivalent to the Lebanese tax that would otherwise be payable (if appropriate).
There are no other allowances payable as part of this package. No accommodation and relocation expenses are payable in connection with this position.
This position is for a full-time employment, on a temporary contract basis for six (06) months to cover a maternity leave. We expect this to run from mid-July to mid January. The successful candidate will be subject to a 90-day probationary period. The appointment is also subject to satisfactory local and UK security clearances.
Conditioned working hours are 40 hours gross per week. Normal working hours are Monday to Thursday 08:00-16:00 and Friday 08:00-14:00. Some flexibility in working hours will be permitted subject to negotiation and agreement. There will also be some occasional duty travel.
The Embassy is committed to ensuring that you are able to maintain a suitable work-life balance. Annual leave entitlement is 20 days plus 14 public holidays (on a pro rata basis).

Process:
The recruitment process, including security clearance, is expected to take around two-three months. The security clearance process includes checks available in country and with UK, dependant on the security level required for the role and the candidates profile and UK footprint. You may experience some delay in the progress of this recruitment campaign, and we are working hard to minimise any disruption.
Appointable candidates who were unsuccessful at interview may be placed on a ‘reserve list’. If during the reserve period of six (6) months the same or a largely similar role becomes available, that role may be offered to the second or subsequent candidate.
