Job Description (Roles and Responsibilities)

The British Embassy in Tashkent is part of the UK’s global diplomatic network. The Embassy’s Commercial Section, part of the UK Government’s Department of Business and Trade (DBT), is seeking to recruit a Market Access and Trade Policy Advisor on a permanent basis.

This is an exciting time to be working in DBT. With its role to promote UK’s business interests worldwide, the successful candidate will contribute to the UK’s prosperity by working in an expanded DBT commercial team in the Embassy, contributing to the enhancement of the bilateral trade and investment relations between the UK and Uzbekistan.

Our new Market Access and Trade Policy Advisor will be responsible for leading on market access issues in a rapidly changing and reforming economy utilising their knowledge of the current policy and regulatory framework. Here, the aim is to support British companies entering the market, resolve trade access issues, and defend free trade. This work will focus on important issues such as Uzbekistan’s accession to the World Trade Organisation.

The successful candidate will liaise with UK companies and Uzbek stakeholders to identify and resolve market access issues and develop policy to enhance opportunities for UK exports. Establishing a wide-reaching network, understanding of the market and regulatory environment, and effective communication channels will be essential to supporting UK trade objectives. Coordination with colleagues in the UK will also be essential to resolving market access issues.

This is an analytical, and at times outward facing role, which requires strong interpersonal and research skills in order to develop market understanding and maintain high-level relationships across business and Government stakeholders in Uzbekistan and the UK. The jobholder will also build and utilise a significant support network in Uzbekistan and the UK, across both governments and trade bodies, as well as international trade and development organisations.

Roles and responsibilities:

Market Access Lead (55%)

Lead on resolving priority Market Access barriers already identified in Uzbekistan.
Working closely across a network of colleagues in Istanbul and London.
Working with UK businesses and other stakeholders to identify any new trade barriers and come up with solutions to resolve them.
Monitoring and developing in depth understanding of Uzbek Government regulatory and policy frameworks impacting UK trade and investment.
Supporting Embassy and DBT colleagues in wider Bilateral Trade Relations, including in the UK’s support to Uzbekistan accession to the World Trade Organisation.
Management of market access programme including implementation, monitoring and evaluation.

Trade Policy (35%)

Supporting Embassy and DBT colleagues on bilateral trade relations workstreams, including the UK’s support to Uzbekistan’s accession to the World Trade Organisation.
Coordinate with DBT Uzbekistan colleagues on the latest trade policy changes in the UK and Uzbekistan to ensure the team’s work is aligned to these.
Support the Country Director and Ambassador in high-level engagements, through drafting briefings and providing high quality advice.

Market Research and Analysis (10%)

Production of monthly Business Environment and Market Intelligence reports for UK Businesses and UK Government colleagues.
Provide written analysis to colleagues on relevant legislation and policy, changes to Uzbek business and government leadership and strategy, challenges for UK business, and competitor activity.

Essential qualifications, skills and experience

Fluency at C1 level in English and Russian (according to Common European Framework of Reference for Languages* or IELTS score of 6.5 or above) and knowledge of Uzbek, verbal and written, with excellent communications skills;
At least one year professional work experience in relevant area, preferably with exposure to policy making, business development, or legislation.
An extensive knowledge and understanding of the business environment in Uzbekistan, including Uzbek Government structure and policy.
Ability to set and meet own priorities and work with limited supervision.
Ability to work effectively under tight deadlines, along with resourcefulness in solving problems.
Good interpersonal and networking skills, including the ability to deal comfortably with high level officials and contacts.

Desirable qualifications, skills and experience

Good knowledge and understanding of UK business environment.
Prior experience of working with or within the private sector, government, diplomatic mission or international organization.

This is a full-time, permanent contract for 40 working hours gross per week.

The successful candidate will be subject to professional background checks and security clearance.

Working patterns: This is a full-time position however the British Embassy Tashkent supports flexible working and would be able to consider flexi-hours (eg early start and early finish each working day) or compressed hours (eg working 10 days in 9).
