The British Embassy in Rabat invites applications for the position of Counter Terrorism Protect and Prepare Coordinator, job grade Executive Officer (EO), on a fixed term contract of seven (7) months to cover a period of maternity leave.

As part of the Counter Terrorism and Extremism Network (CTEN), the Protect and Prepare Coordinator plays an important part in the UK’s efforts to build its counter terrorism partnership with Morocco. The role is focussed on building awareness and understanding of the respective national approaches to Protective Security and Crisis Response. This includes facilitating expert-to-expert exchanges and managing capacity-building projects to enhance safety for British and Moroccan nationals in the face of a shared terrorism threat.

Working with a team of security specialists from across the British Government, the jobholder will ensure that all activity is aligned to UK strategic aims and is co-ordinated with the Moroccan government. The Coordinator will:

  • Contribute to the planning and delivery of the UK’s Protect & Prepare engagement in Morocco.
  • Co-ordinate with partners in Morocco and across the UK government on Protect & Prepare and security-related issues.
  • Project manage activity funded under the UK’s Counter Terrorism Protect & Prepare Programme Fund.
  • Contribute to the CTEN’s analysis of the terrorism threat in Morocco.

 

Duties and responsibilities:

  • Develop and maintain an excellent network of working level contacts, with occasional contact with seniors, particularly across central and local government, law enforcement, and civil society. Strong relationships will need to be built with other teams in the Embassy and with security experts in the UK.
  • Support the CTEN Lead in monitoring counter terrorism developments in Morocco, e.g., through tracking press reporting.
  • Identify the optimum methods to deliver ‘protect and prepare’ objectives in Morocco and advising the Joint Overseas Protect & Prepare team accordingly.
  • Liaise with UK and Moroccan government stakeholders to deliver effective capacity-building work in the security sector.
  • Organise and support programme trainings and events, whether virtual or face to face, including arranging venues or co-ordinating access for delegates to online training platforms and issuing invitations and booking travel and accommodation for trainers and participants.
  • Organise programme-related bilateral visits and events, including submitting notes verbales (NV), arranging visas, booking travel/ accommodation, and issuing delegate invitations.
  • Organise and attend meetings with new and existing stakeholders and partners (including a willingness to travel overnight or for longer periods), compiling minutes and briefing notes, and post activity reports detailing agreed actions.
  • Manage the local financial spend on the UK Protect and Prepare programme, with a clear focus on value for money and delivering sustainability, including forecasting, and maintaining accurate records of financial expenditure to a standard that satisfies UK government auditors.
  • Programme and project management, including effective monitoring and evaluation techniques to ensure the programme stays on track and that risks are managed.
  • Develop and maintain databases and filing systems using IT packages, including MS Office applications.
  • Function as an all-round administrative assistant, dealing with general telephone and email enquiries, running the day-to-day office operation, and drafting and typing correspondence and reports.

The above list is not exhaustive, and the jobholder will be required to be flexible as specific responsibilities could change in the future and this would be at the discretion of the line manager. The job description may be reviewed to meet changes in business needs. The jobholder may also take on other ad hoc tasks as required, including participating in the Embassy’s emergency planning and any other response to a crisis.

Eligibility:

Applicants must have the right to work and live in Morocco.

  • Experience in project management and delivery, including finance/ budget management, office management, and task co-ordination experience in a team environment.
  • Experience of working with Moroccan government and/ or international institutions. Ability to maintain a range of contacts and build effective working relationships through excellent interpersonal and communication skills.
  • Demonstrate courtesy and consideration dealing with stakeholders. Able to show discretion in handling sensitive matters with the trust of all involved.
  • Confident and clear communicator, fluent in English, French, and Arabic/ Darija languages, both verbal and written. Able to express ideas and messages clearly and concisely and adapt communication so others can understand.
  • Ability to drive delivery of outcomes and overcome obstacles, especially when working with and through others.
  • Flexible, resilient, decisive, and calm under pressure. Proven track record of delivering results to a high standard to tight deadlines.
  • Excellent organisational ability. Proven ability to manage, plan, and prioritise tasks and workload. Proactive approach to problem solving.
  • Ability to work autonomously and carry out routine work with minimal supervision in a fast-paced and changing environment.
  • Team player who is capable of working on their own initiative.
  • Holds at least a bachelor’s degree.
  • Strong IT skills and literacy in Microsoft Office applications (Word, Excel, PowerPoint, Outlook, Teams).

  • Understanding of counter-terrorism strategy, policy, delivery.
  • Understanding of the security sector in Morocco.
  • Prior experience of working in or with the Moroccan security institutions.
  • Experience of working in or with international institutions.

The Embassy aims to offer an attractive working environment and remuneration package for this role, including a non-negotiable gross salary of MAD 25,188 per month. However, employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount.

The package includes a good level of medical insurance, 21 days of annual leave (calculated on pro rata basis) plus 14 public holidays, access to on-site swimming pool, tennis court and gym facilities.

There are no other allowances payable as part of this package. No accommodation nor relocation expenses are payable in connection with this position.

The contract will be for a full-time employment on a fixed term basis, subject to one (1) month probation period initially and can be extended up to another three (3) months.

Conditioned working hours for the position are 38 hours per week. Normal office hours are from Mondays to Thursdays from 08:00-16:15 and Fridays from 08:00-13:00. The jobholder should be flexible in their approach to hours worked as these will also be dictated by operational needs and may involve working out of hours (evenings/ weekends), especially during visits and events. There may also be a requirement to travel at short notice or overnight or for longer periods to attend meetings/ conferences. Time off in lieu will be given for any hours worked outside normal office hours.

Flexible working arrangement may be considered based on operational requirements and agreement with the line manager, and in line with FCDO and Embassy policies. Independent working will be evaluated as a behaviour in interviews.

The Embassy and the FCDO have a strong commitment to learning and development, and all staff are required to agree on a learning and development plan with their line manager to keep track of their learning objectives and journey.
