Foreign, Commonwealth and Development Office (Programme Roles)
Main purpose of job:
The UK Foreign, Commonwealth and Development Office (FCDO) is looking for a highly motivated and capable individual to fill the position of Programme and Communications Manager for the UK Caribbean Infrastructure Fund (UKCIF). The UKCIF programme is the UK’s largest aid programme in the Caribbean. It is providing £350m to support 15 infrastructure projects across 9 Caribbean countries, from climate-resilient roads in Saint Lucia and Dominica, to economically critical new port developments in St Vincent and Montserrat. The UKCIF team is an effective and supportive team, consisting of a Team Leader, Infrastructure Advisor and Social Development Advisor based in Bridgetown, and a Senior Programme Manager (SPM) based in London. You will play a critical role within that team, working closely with the implementing partner, the Caribbean Development Bank (CDB), to contribute to the smooth running of the programme and to ensure that its benefits are communicated effectively. You will work closely with the SPM to ensure that best practice on programme management is applied across UKCIF, including on finanical management, monitoring, reporting, and procurement, in line with FCDO’s Programme Operating Framework. You will work with our partners and stakeholders to develop strategic proactive and responsive communications products for internal and external audiences. You will support the smooth functioning of the team through administrative tasks and effective information management. You will be expected to work well with others, to tackle issues in a proactive, practical and pragmatic way, and to thrive when working at pace.

The overarching purpose of the role is to contribute to the efficient and effective implementation of the UK Caribbean Infrastructure Fund (UKCIF). The main areas of responsibility are: programme management; communication activities; and administrative support. In particular, these responsibilities will include:

Employees who are not liable to pay local income tax on their Mission salary, eg some non-local national staff and some spouses or partners of UK diplomatic staff, will have their salaries abated by an equivalent amount.
Appointable candidates who were unsuccessful may be placed on a ‘reserve list’. If during the reserve period of 6-12 months the same or a largely similar role becomes available, that role may be offered to the second or subsequent candidate.

Working patterns:
Full time. Office hours are 7.45am to 4pm Monday to Thursday; and 8am-1pm on Friday.
This is a full-time role. Some flexibility to working hours can be accommodated within limits. Current policy allows for up to 2 days per week working from home.
The UKCIF Team sits within the Caribbean Development Team (CDT) at the FCDO. This role is based in Bridgetown, Barbados, although CDT covers a range of ODA-eligible countries across the Caribbean. Some travel within the region will be required (approx 2-4 times per year), in particular to support comms at important moments on our projects in partner countries. This role will report to the UKCIF Team Leader in Bridgetown.
The UKCIF Team currently works between the British High Commission in Bridgetown (approx.) 3 days per week and the CDB Offices in Bridgetown (approx.) 2 days per week.
The FCDO operates an agile workforce. To facilitate this, you may be required to undertake other duties from time to time as we may reasonably require.
