The British Embassy in Warsaw is part of a world-wide British Government network, representing British political, economic and consular interests overseas. We are currently looking for a Property Compliance Lead – Europe, who will lead as a subject matter expert on property compliance matters and oversee property policy standards across our Overseas Estates Department.

The Overseas Estates Department Property Compliance Lead for Europe is a new specialist role reporting directly to the FCDO Head of Global Building Compliance. The successful candidate will be responsible for the day-to-day property compliance management and oversight of the third-generation European outsourced facilities management (FM) contract. As the regional property compliance subject matter expert you will also be responsible for the oversight and management of regional sustainability and compliance leadership for projects within region. The post holder will be a key member of the Overseas Estates Department (OED) regional team and will be required to support the global maintenance programme commercial team in relation to European projects when required.

Maintaining strong working relationships with FM service delivery partners and OED team members will be key, and you will also be required to frequently engage with senior management and operational managers at Post, as well as with the wider FCDO estates teams on compliance related matters and property policy standards. You will act as a primary advisor to the wider Overseas Estates Department team for property compliance advice across the contract. Regular regional travel will be required.

Roles and responsibilities

Our European Property Compliance Lead will be required to lead on all compliance related activities on behalf of OED within the region. Activities will include ensuring that all contractual requirements and obligations are being fully met at all times, documentation and information is provided in the correct format, to the correct standard, in a consistent manner and that it is checked and validated in the shared portal, to remain up-to-date and accurate at all times. Performing a leading role in the contract wide audit programme, the Property Compliance Lead, will ensure that the clients’ obligations are being fully discharged as part of their business-as-usual activity and to introduce monitoring and reporting on all corrective measures ensuring that they are achieved in a timely manner.

The FCDO operates against a robust suite of property standards and the European Property Compliance Lead will be required to develop a very strong working understanding of the standards and policies to ensure that the service partner and wider OED team are operating in accordance with the requirements. 

Main purpose of job

  • To lead on property compliance and policy assurance related matters in the BAU phase of the new generation 3 facilities management maintenance contract (mobilisation commenced on 01 December 2023).

  • To lead and undertake an audit and compliance programme to assure all activities relating to the European outsourced FM contract are delivered in accordance with the relevant standards and polices. Directly driving audit activity, reviewing, and validating documentation against agreed standards and process to ensure all necessary documentation is provided, recorded and accurate and activities meet the required standards at all times.

  • Lead the Authorities’ compliance activity across the regional contract, representing OED through interactions with external bodies/contractors as well as with internal colleagues and partners, provide guidance and leadership to ensure assurance and governance activities are delivered. 

  • Provide technical support and guidance to the wider European OED team members as necessary, in relation to all compliance related matters for planned, reactive as well as current project activities.

 

Stakeholder management: 

  • Develop and maintain productive and mutually beneficial relationships with FCDO colleagues at Posts and relevant senior stakeholders as necessary.

  • Establish and maintain productive and mutually beneficial relationships with private sector partners and supply chain, with key focus on the principle outsourced FM provider operating within region. 

  • Ensure that the requirements and needs of all stakeholders are identified, communicated and acted upon as appropriate giving due regard to correct processes and protocols. 

  • Ensure that all customer/client expectations are properly managed as they relate to compliance and the property standards/FCDO policies.

  • Closely monitor, escalate, and directly engage with suppliers, Post Corporate Services teams, OED operational teams and Post security colleagues as necessary, to ensure that within the area of focus for the role, the jobholder can assure that outputs meet the necessary compliance standards as laid out in FCDO policies at all times.

  • Proactively participate with the wider Europe Generation 3 FM operations and commercial team contract performance meetings and reviews, taking the lead on the compliance and Health and Safety matters directly.

  • Implement and monitor change control procedures when they relate to compliance or policy changes (all policy changes will be the responsibility of the Head of Global Building Compliance).

 

Resources managed:

The role will require close collaboration with numerous commercial and operational partners as well as with outsourced FM service providers across the region, whilst demonstrate a high level of leadership . The role holder will be required to demonstrate strong leadership qualities.

 

  • Full professional proficiency in English (written and spoken, minimum of C1 level according to CEFR*).
  • A mechanical and/or electrical technical qualification and / or a relevant university qualification in surveying/engineering.
  • Minimum of 5 years of experience in facilities management.
  • Minimum of 3 years previous experience in a property/estates compliance role.
  • Contract management experience in facilities management.
  • Strong communication and organisational skills.
  • Proactive self-starter who is able to use initiative.
  • Proficient using MS Office tools (Outlook, PowerPoint, Word, Excel and Microsoft Teams).

  • Audit and/or Surveying experience and background.
  • Team leadership experience.
  • Experience in the field of large geographical facilities management contracts.

This is a full-time fixed-term position for 5 days (37.5 hours net) per week, for the period of 2 years with the possibility of renewal by mutual agreement. 

The gross salary for this position is PLN 23,226 gross per month.

Please note that staff members are responsible for paying any income tax required by the local law. 

The successful candidate will be subject to the Polish references check and satisfactory completion of a probationary period of three months. 

Candidates must have pre-existing right to live and work in Poland for the duration of the job offer in order to apply. The British Embassy does not sponsor work permits. 

Staff recruited locally by the British Embassy in Warsaw are subject to Terms and Conditions of Service according to Polish employment law.

Working patterns: The British Embassy Warsaw has a strong commitment to work/life balance. Standard office hours are 8.30-16.30 with flexi-hours possibility within the opening hours 8.00-18.00.
