The British Embassy Tirana has a vacancy for the position of Regional Justice and Home Affairs Officer. 

We are seeking an experienced candidate who will help the UK deliver its new model for tackling threats overseas. 

The successful candidate will be an enthusiastic self-starter who is comfortable working as part of a virtual team. This role will provide integral support to the SOC (Serious Organized Crime) net Regional Coordinator based in Tirana. 

Occasional travel across the Western Balkans will be required.

Roles and responsibilities:

External Engagement 
•    Assisting the Regional Coordinator to further develop a range of contacts in academia, the media and government institutions across SE Asia.
•    Research and identification of appropriate stakeholders for engagement in relation to specific SOC issues. 
•    Arrange meetings and workshops with contacts to engage on SOC issues. 
•    Attend stakeholder engagement events (occasionally out of hours).

Administration 
•    General office administration, including diary management of the Regional Coordinator.
•    Maintain the Regional coordinator’s travel schedule and manage travel bookings.
•    Manage the SOCnet devolved regional budget and undertake monthly expense reporting.

Briefing Support and Media Monitoring 
•    Support the preparation of briefings by undertaking relevant research to inform the content.
•    Undertake regular media monitoring and research of relevant publications to inform the UK’s evidence base of regional SOC threats and trends.
•    Basic analysis of regional SOC and geopolitical issues to support UK understanding.

Project Management 
•    Support the oversight and accountability of existing regional SOC projects.
•    Develop ideas for new projects, which address the drivers and enablers of SOC in the region. 
•    Support project design and implementation, including through conducting basic research and analysis.

Events 
•    Supporting delivery of SOCnet events in the region, including organising logistics and administration of regional workshops.
•    Lead and coordinate stakeholder engagement,  including maintaining guest lists, sending out invitations, scoping and providing suggestions for venues, travel, and facilities.
•    Support evaluation of events and collate learning to understand how we can improve delivery 

  • High-level of written and spoken proficiency in both English and Albanian at a minimum of C1 level (according to the Common European Framework of Reference for Languages*);
  • Minimum of 3 years of relevant experience ( as for example managing budgets, research and report producing, admin role, engagement with stakeholders)
  • An ability to report with clarity on complex issues;
  • Excellent organisational skills and high level of attention to detail;
  • Ability to work with a wide network of external stakeholders;
  • Excellent IT skills – including Microsoft Office (Outlook, Word, Excel, PowerPoint);
  • Ability to prioritise workload where required, working with minimal supervision.

  • An understanding of transnational serious and organised crime issues in SE Asia;
  • Project management experience;
  • Experience of managing budgets.

This role is for a full-time employment, on a fixed term contract basis for one year. The successful candidate will be subject to a 90-days probationary period (as appropriate). The appointment is subject to satisfactory local and UK security clearances. The selected candidate must have a right to live and work in Tirana.

Normal working hours at the Embassy are Monday to Thursday 08:30-17:00 and Friday 08:30-14:30.

The Embassy operates a flexible working policy that allows staff to work different hours as well as allowing staff to work from home one day a week, based on operational requirements and agreement with the line manager, and in line with FCDO and Embassy policies. The jobholder should be flexible in their approach to hours worked as these will also be dictated by operational needs and may involve working out of hours (evenings/ weekends).

The package includes a good level of health insurance and a friendly, English-speaking work environment. Leave entitlement is 20 working days (on pro rata basis) and 26 working days after 5 years of service plus 15 public holidays.

Learning and development opportunities:

Your Line Manager will help you develop a personalised L&D plan and will share opportunities, resources, and guidance to ensure you have any necessary learning for the role with ability to achieve full potential.

You are expected to have a proactive approach to your own learning. These might include attendance at regional conferences, estates manager training, mandatory courses and formal in-house and external training. Coaching, mentoring and job shadowing opportunities. 

You will also undergo crisis training and be ready to take on the role of Deputy Logistics Manager in the event of a crisis, taking part in desk-based crisis exercises, and standing ready to support if a real crisis occurs.

No accommodation and relocation expenses are payable in connection with this position.

The successful candidate must have the right to live and work in Albania.

The successful candidate will be subject to professional background check, security clearance and a probation period.
