Main purpose of job:
To provide effective support, assistance and guidance to the team of NCA Liaison Officers in their daily operation and administrative work of the NCA Liaison Office in Vietnam.
Roles and responsibilities / what will the jobholder be expected to achieve:
To manage all engagement between the UK NCA officers and our Vietnamese partners, primarily the Ministry of Public Security (40%)
- To facilitate the exchange of information between UK and Vietnamese authorities and law enforcement agencies.
- To ensure that all UK requests for information are sent to the receiving partners as soon as authorised by ILO.
- To update knowledge of new Vietnamese legislation/ procedures impacting on NCA objectives and ensure ILO has understanding by providing regular updates.
To manage all the NCA administration functions (25%)
- To ensure the smooth and efficient functions of all NCA business and operations.
- To maintain and provide advice on enhancing and developing relationships with important key partners and contacts within Vietnam.
- To manage and effectively plan and communicate the ILO’s workload across the region, NCA Hanoi have additional regional responsibility for Malaysia, Cambodia, Loas and Brunei, this function includes liaison with the respective missions in each country to formulate visit programmes and operational engagement with Law Enforcement partners across the region.
- To actively manage the NCA post budget throughout the year, by providing forecasts and monthly reviews of spending. To effectively manage this in conjunction with NCA finance department in London and to regularly keep ILO’s appraised of the status of the post budget. To manage all end of year spending and returns as required by FCDO and NCA.
- To ensure that all financial reports are verified with ILO and submitted on time within deadlines.
To manage and implement all NCA training and capacity building activity in Vietnam and across the region (15%).
- To identify training opportunities to promote NCA training or capacity building in the region and present to the ILO.
- Explore NCA’s partners’ training needs and provide the information to ILO.
- To manage the capacity building funding business cases and effectively engage with suppliers as well as all stakeholders to ensure the successful delivery of all capacity building projects.
Building and maintaining partnerships, internally and externally (10%)
- To advise the ILO of opportunities to build relationship with NCA’s partners.
- To continue to expand key partner network and to develop and expand this network to new partners in Vietnam and across the region.
- To support NCA commitments to ASEANAPOL (Regional Police Chiefs network) including annual meetings and capacity building activity.
To effectively work as a key member of the NCA team within the Embassy (10%)
- To manage the NCA (S1) driver in all activity including daily tasks, diaries, and annual appraisals.
- To coordinate activity across the team and play a pivotal role in team meetings and activity.
- To fully engage within the NCA team in country, in region and in the UK.
- To support and promote our work on Serious and Organized Crime within the wider networks including the Embassy and Consulate in Vietnam.
- Contribute to the broader objectives of the Embassy when required and appropriate.
- Continue NCA collaborative working in relation to engagement with international law enforcement.

This vacancy is advertised as a full-time, fixed-term role of 12 months with possibility of renewal to be based in Hanoi.

Working patterns:
Full time – 39.5 hours per week with one hour lunch. Mon-Thursday 08:30–16:45, Friday 08:30–15:00
