Main purpose of job:

The Political, Economic and Development (PED) Team of the British Embassy in Hanoi is responsible for cooperation on wide range of issues that matter to both Vietnam and the UK – from human development to economic resilience, to maritime security, to science and innovation, to human rights, and many in between.
It is an exciting time to join the PED Team as we increase our development cooperation with Vietnam, including five new ASEAN-wide regional programmes. Within the PED Team, the Development Programme and Engagement Officer will be part of a sub-team of four delivering development projects and providing programme management support to the wider UK in Vietnam network.
The successful candidate will support colleagues in the British Embassy to build relationships and work closely with delivery partners, central government, businesses, civil society, non-governmental-organisations (NGOs) and other external stakeholders. They will advise senior management on Vietnamese development policy and regulations to ensure activities are strategic and compliant. They will manage the delivery of a number of ODA projects and initiatives in support of the overall development objectives of the UK Government in Vietnam. They will support the Human Development Advisor on policy and advocacy, including gender equality.

Roles and responsibilities / what will the jobholder be expected to achieve?:
Stakeholder engagement
- Develop and maintain effective relationships that facilitate UK development priorities and programmes, including government, development partners, non-governmental organisations, businesses, and delivery partners.
- Support meetings, events and visits through engaging with different stakeholders, drafting briefing documents and communications, and logistical coordination.
Policy advocacy
- Support advocacy efforts linked with civil space by analysing and reporting the situation, developing engagements with NGO community, and delivering initiatives to promote civic participation.
- Support the Human Development Adviser in providing analysis, reporting, and exploring partnership opportunities related to development issues, particularly equalities.
Programme delivery
- Provide local insights on the Vietnamese policy and legal context to ensure the effective delivery of programmes/projects in the country.
- Provide MREL (monitoring, reporting, evaluation, and learning) and project management advice to ensure value for money of programmes/projects in Vietnam.
- Oversee the bidding process, delivery, risk management, and reporting for a selection of development-related funds.
- Contribute to the Programme Board, including flagging risks and supporting risk mitigation.
- Act as Delegated Procurement Officer, running procurement processes in line with FCDO best practice

This vacancy is advertised as a full-time, fixed term role of 12 months with possibility of renewal.

Employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount.

Working patterns:
Full time – 39.5 hours per week with one hour lunch. Mon-Thursday 08:30–16:45, Friday 08:30–15:00

In crisis/emergency situations you may need to work as required to support the Embassy response, sometimes on a shift pattern working which may result in unsociable hours and/or weekend working.
