The British Embassy in Hanoi builds and strengthens ties between the UK and Vietnam. Having just celebrated 50 years of diplomatic relations, the UK-Vietnam partnership is deeper and broader than ever. The Embassy is a modern, diverse and inclusive employer.

The Political, Economic and Development Team of the British Embassy in Hanoi is responsible for cooperation on wide range of issues that matter to both Vietnam and the UK – from human development to economic resilience, to maritime security, to science and innovation, to human rights, and many in between. 

It is an exciting time to join the PED Team as we increase our development cooperation with Vietnam, including five new ASEAN-wide regional programmes.

Within the PED Team, the Human Development Adviser will lead on policy advice, advocacy and programming related to human development and equalities. They will also undertake reporting and briefing about development trends in Vietnam. They will work closely with others to ensure strategic coherence across the UK’s programming footprint in Vietnam.

They will manage a small, dynamic team of three programme officers. This team supports both the delivery of development projects and provides a programme management service to the wider UK in Vietnam network. This will include procurement and financial management responsibilities.

Roles and responsibilities / what will the jobholder be expected to achieve?:

  • Provide high-quality policy advice, analysis and reporting on a range of human development and equalities issues in Vietnam
  • Design and deliver targeted bilateral human development projects and support regional/global programmes operating in Vietnam by providing advice and meeting with external stakeholders.
  • Drive advocacy efforts related to development policy and ODA regulations by analysing the situation and coordinating the UK’s position with likeminded partners.
  • Manage a team of three programme officers to support wider UK in Vietnam goals e.g. governance, economic development, security
  • Oversee, and build capacity in, programme management across the network to ensure high standards and strategic coherence, prioritising funding and allocating work among project officers, and identifying areas for improvement
  • Act as Delegated Procurement Officer, running procurement processes in line with FCDO best practice

This vacancy is advertised as a full-time, fixed term role of 12 months with possibility of renewal, to be based Hanoi.

No accommodation or relocation expenses are payable in connection with this position. Visa sponsorship may be possible for non-Vietnamese nationals if meet local requirements.  

Employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount.

Working patterns:

Full time – 39.5 hours per week with one hour lunch. Mon-Thursday 08:30–16:45, Friday 08:30–15:00

In crisis/emergency situations you may need to work as required to support the Embassy response, sometimes on a shift pattern working which may result in unsociable hours and/or weekend working.
