Driver / Messenger

Main purpose of job:

To lead on the following areas:

  • Transport –  Ensure use of vehicles are for Official purposes only and undertake driving tasks when required.
  • Maintenance Officer – Work closely with the Office and Residence Managers to:
    o    Ensure all BHC properties – British High Commission (BHC), Residence, DHC and Temporary Deployment properties – are maintained to a high standard;
    o    Commission, oversee and carry out regular, and ad-hoc, maintenance repairs where necessary;
    o    Ensure all properties are fully compliant with FCDO corporate guidelines on estate management and local and UK Health and Safety (H&S) regulations and policies; and,
    o    Ensure all corporate H&S returns are completed timeously.
  • Security – Work with the DHC and the Overseas Regional Security Manager to ensure all BHC buildings meet FCDO security standards.  This involves managing the BHC Security contract, liaising with the appropriate security provider and undertaking additional security duties as determined by the DHC.

Roles and responsibilities:

You will be expected to lead on the tasks specified below.  Indicative percentages of time spent on each task are included below however, these will fluctuate as workloads – and priorities – vary.

Transport Manager/Driver: 
You will be responsible for all transport duties including, but not limited to: 

  • Ensuring use of vehicles are for official purposes only;
  • Driving UK High Commissioner/BHC staff to official engagements in a safe and economical manner in accordance with the Highway Code and local laws maintaining up-to-date knowledge on local driving routes;
  • Airport pick-ups and drop-offs;
  • The timely delivery and collection of official letters;
  • Maintaining the office fleet through:
    o    Ensuring vehicle servicing takes place at the manufacturer’s recommended intervals.
    o    Daily check of tyre pressures, hydraulic fluid, oil, radiator, battery level and fuel;
    o    Keeping the vehicle clean and serviced;
    o    Reporting any defects;
    o    Keeping an accurate record of all journeys and mileage;
    o    Ensuring a presentable appearance by abiding by BHC Apia dress-codes.
    o    Ensuring all passengers wear seatbelts and abide by the rules of the transport policy; and,
    o    Ensuring the security of vehicles by reporting any incidents or accidental damages to the official vehicles in your possession to the DHC or Office Manager.

Maintenance Officer:

  • As Maintenance Officer, working closely with the Office and Residence managers, you are expected to maintain the Estate to a high state of repair ensuring Health and Safety requirements are maintained. You are required to demonstrate initiative and a pro-active attitude to:
    Ensure all BHC properties – UK High Commission, Residence, DHC and Temporary Deployment properties – are maintained to a high standard;
  • Commission, oversee and carry out regular, and ad-hoc, maintenance repairs and safety checks where necessary;
  • Ensure all properties are fully compliant with FCDO corporate guidelines on estate management and local and UK Health and Safety (H&S) regulations and policies;
  • Ensure all corporate H&S returns are completed timeously;
  • Act as Fire Warden ensuring regular Fire Drills are undertaken and recorded;
  • Liaise with appropriate contractors on urgent jobs e.g. burst pipes etc.;
  • Ensure daily, weekly, monthly, quarterly checks etc. are undertaken with the appropriate spreadsheet updated; and,
  • Record and report all work-related accidents, dangerous occurrences and near miss incidents without delay to the DHC and record on our FCDO’s H&S system.
    Security:
    As Security Officer, you will work closely with the DHC and the Overseas Regional Security Manager to ensure BHC Apia meets FCDO security requirements.  This includes, but is not limited to:
  • Manage the BHC Security contract by liaising with the appropriate security provider on a monthly ensuring the required standards are met in line with our security contract;
  • Undertake weekly checks on the guards, checking guard vigilance and maintenance and cleanliness of guard hut and other facilities, reporting any discrepancies to the security provider; and,
  • Undertaking additional security duties as assigned by the Post Security Officer and/or Office Manager.
    Office Administrator:
    As Office Administrator, you will undertake some Finance and Office Administration duties as well as other duties determined by the High Commissioner and Deputy High Commissioner:
  • Finance:
    o    Cash and credit card payments and withdrawals.

Commonwealth Heads of Government Meeting (CHOGM):

Support the CHOGM logistics and programme team by undertaking Finance, CHOGM administrative tasks and any other tasks as requested by the CHOGM team leaders.

  • Full, clean driving licence.
  • Detailed driving knowledge of Samoa.
  • Proven experience of carrying out light maintenance repairs to vehicles and buildings.
  • IT literate (MS Word, Excel), internet.

Language requirements: 

Language:  Written and spoken English and Samoan. 

Level of language required: Fluent 

  • Experience of driving VIPs.
  • Security experience.

Working patterns:

Core hours are 08:00hrs to 16:15hrs (Monday to Thursday) and, 08:00hrs to 13:45hrs (Friday)

This role is full time 38.75 hours per week excluding lunch breaks. 

This is a new role within the British High Commission (BHC). 

With Samoa hosting the Commonwealth Heads of Government Meeting (CHOGM) in October 2024, we expect each role in the BHC to evolve. The ideal candidate would be flexible and positive in accommodating these changes.
