You’ll contribute to ending world hunger by …

  • Co-lead to the planning, implementation, overall supervision and monitoring of the assigned Project in line with the Action Against Hunger (AAH) policy, guidelines and procedures and in accordance with donor and national polies and guidelines.
  • Guarantee the coherence, relevance, quality, accountability and sectorial integration of the project(s) in coordination and consultation with technical referents and coordinators.
  • Ensure timely implementation of the planned activities in coordination with Head of Project and WASH Coordinator.

Key activities in your role will include

Objective 1: Project Management Cycle

  • Direct oversight in the planning, supervising, and implementation of the assigned project directly reporting to the Head of Project, and WASH Coordinator and other departments in a timely manner.
  • Ensure project is implemented in line with donor guidelines and Action Against Hunger standards
  • Co-Lead and/or support the writing of quality proposals and reports as needed and requested by the Head of Project and Capital Office.
  • Development and organisation of adequate monitoring and evaluation of all the activities in coordination with the Head of Project, Base MEAL Officer and WASH Coordinator.

Objective 2: Program development and strategy planning

  • Provide inputs on WASH context, needs/gaps and related issues in the implementation areas and develop and propose ideas to the Base. This will include innovative approaches, systems, and technology in Action Against Hunger’s key areas of expertise.
  • Provide inputs on the feasibility of WASH interventions in the area, in coordination with the Manila Capital/Technical Coordinator and in discussions with various stakeholders in the humanitarian sphere and other relevant actors.
  • Provide inputs in the overall country strategy, in coordination with the rest of the team and develop and update the WASH strategy according to the changing situation on the ground.

Objective 3: Monitoring, Evaluation, Reporting

  • Develop monitoring tools and systems for project(s) in coordination/consultation with base MEAL Officer.
  • Ensure and lead the data on regular basis using the Monitoring tool, analyse and write monitoring reports.
  • Ensure integrity and timeliness of collection, analysis of monitoring data, and archiving of supporting document, reports and assessment/surveys such as Source of Verifications (SoVs) and justification final reports.
  • Prepare APR tools for project(s) in coordination/consultation with the Head of Project, WASH Coordinator and base MEAL officer and ensure submission of timely monthly APR.
  • Support the HOP in the preparation of quality interim, final and other ad-hoc reports requested by the mission.
  • Capitalize all the project experiences and lessons learnt in coordination with the WASH Coordinator.

Objective 4: Representation and Coordination

  • Participate in meetings with the relevant stakeholders as needed and requested by line manager.
  • Develop and maintain relationships with key stakeholders at a technical level, including donors, government authorities, international and local organisations, partners, beneficiaries, and other external actors under the supervision of the WASH Coordinator.
  • Provide data and information/inputs for any communication related activities to the line manager and communication department.
  • Participate at technical level in negotiations with external actors in coordination with the WASH Coordinator
  • Support the mission in identifying possible partners in the Philippines to be engaged in projects/programs.
  • Ensure project(s) related information are shared with other external stakeholders in coordination and consultation with base MEAL Officer

Objective 5: Managing of project-specific Admin, HR, and Logistics matters

  • Ensure the supervision and control of expenses related with the activities of the project(s) (procurement planning and close monitoring and feed backing on Financial Management Tool).
  • Coordinate the budget forecast and follow up and participate in the design of new budgets.
  • Ensure the application of the Log Kit forms and procedures pertaining to the supply chain, procurement, transportation/ movement, and warehousing.
  • Proper planning and management of assigned staff and conduct regular performance assessment of the staff managed directly.
  • Comply with HR policies and systems established in the mission.
  • Comply with the necessary branding and communications guidelines of the organization.
  • Ensure timely and quality uploading of project Photos/Videos to Action Against Hunger Capital.

Objective 6: Safety and security

  • Adhere to the Mission Reporting system and submit the reports requested on-time.
  • Respect the Security rules of Action Against Hunger and coordinate with the Base Security Officer for any security issues relating to work.
  • Report any security or other incidents in the field that may interrupt project activities directly to Base Security Officer.
  • Ensure the respect and compliance of the mission security rules by the team.

Do you meet the profile required criteria?

  • University graduate preferably graduate of/with advanced studies in public health and water and sanitation engineering.
  • Demonstrated knowledge and experience in Project Cycle Management.
  • Excellent knowledge of budget management.
  • Previous exposure and experience in training designs and facilitating WASH trainings
  • Previous experience in implementing and managing WASH project (hygiene promotion and engineering)
  • Risk mitigation experience.
  • Previous experience of at least five years in a similar position.
  • At least five years of humanitarian experience implementing integrated programming involving WASH and other sectors.
  • Significant exposure and experience with INGOs
  • Additional experience in working in Mindanao is desirable
  • Experienced in UN-and-Government Led clusters.
  • Excellent English and Filipino speaking and writing skills required. Knowledge of Bisaya/Maguindanaon is an advantage.
  • Good knowledge of Office package/ Share point (Word, Excel, Powerpoint)
  • Frequent travel to project sites as needed/requested
  • Valuable prior experience in issues related to the promotion of gender equality and child rights or personal commitment to gender equality and child rights.
