Overview of Position

  • The ongoing conflict in Yemen has significantly damaged Water, Sanitation & Hygiene (WASH) infrastructure, compounded by the effects of climate change, natural hazards such as floods & deteriorating socio economic conditions. These factors have disrupted essential services, including safe water supply & sanitation. Communities in the west coast region (Al Mokha, Al Khokha, Hays & Mo’aza) & Taiz governorate are particularly vulnerable, facing severe water scarcity, poor hygiene, sanitation practices & an increased risk of waterborne diseases, including cholera & Acute Watery Diarrhea (AWD).
  • Our clients 2025 – 2026 WASH Rolling Work Plan (RWP) emphasizes addressing critical WASH needs in high severity areas by focusing on humanitarian emergency response, strengthening local institutions & advancing sustainable, cost effective solutions. The program aims to enhance access to safe drinking water, eliminate open defecation & promote hygiene practices through community based behavioural change approaches. Overall & as part of a joint WASH & nutrition multisectoral package, the proposed WASH activities will contribute to the reduction of mortality related to malnutrition in children under five within the targeted activity locations.
  • The west coast region’s strategic importance, coupled with challenges in our clients staff mobility due to security restrictions, necessitates the recruitment of a dedicated WASH Facilitator. This Facilitator, who will complement the monitoring activities of our clients staff, will be stationed in Al Mokha to oversee activities in the west coast region, ensuring effective coordination, data collection, technical, social & environmental assessments, implementation supervision & monitoring of WASH interventions. This role is critical for addressing the immediate & long term WASH needs of affected communities & ensuring the timely delivery of our client supported programs in the region.
  • By strengthening monitoring, coordination mechanisms & enhancing community resilience, the WASH Facilitator, under the supervision of our clients WASH staff, will play a vital role in mitigating public health risks & supporting the overall goal of safeguarding children’s rights to clean water & sanitation in Yemen, thereby contributing to the attainment of nutrition outcome(s).

Role Objectives

The WASH Facilitator will work under the guidance & supervision of the respective WASH Specialist / Officer in the assigned geographical areas by performing the following tasks:

Project monitoring & supervision:

  • Conduct regular field visits to monitor the construction & rehabilitation of solar energy water supply systems, storage tanks & water networks on the west coast & Taiz.
  • Ensure adherence to technical standards, timelines, environmental & social safeguards during project design & implementation.
  • Supervise the installation of solar energy systems & water network expansions in targeted areas.

Data collection & reporting:

  • Support in collecting water resource management planning data, including groundwater monitoring (groundwater level & water quality).
  • Support, as needed, in collecting climate change data, e.g. groundwater levels, rainfall, floods, droughts, adaptation measures, sea level rise, etc.
  • Document progress, challenges & solutions for projects & submit regular (biweekly & monthly) progress reports to the WASH Specialist.

Community engagement:

  • Support implementing Community Approaches to Total Sanitation (CATS / CLTS) campaigns, promoting proper sanitation practices in target villages.

Hygiene promotion:

  • Oversee hygiene promotion campaigns focusing on hand hygiene, safe food handling & water treatment in cholera hotspots & flood affected areas.
  • Oversee the distribution & proper utilization of hygiene kits to beneficiary households (including post distribution monitoring activities).

Technical support:

  • Assist in the technical review of water & sanitation projects, including BOQs, designs & procurement processes.
  • Support on site guidance to partners to ensure quality compliance & or control.

Deliverables:

  • Progress & monitoring reports: From the “description of tasks” mentioned above, submit biweekly & monthly progress reports detailing the progress of WASH activities, covering the physical progress as well as the quality of project implementation, including verification of data, service delivery & compliance with environmental & social safeguards. As part of regular reporting, the WASH Facilitator must bring to the attention of our clients WASH Specialist any red flags (areas requiring urgent attention) / issues & environmental / social safeguard processes.
  • Inventory & distribution reports: Maintain records of hygiene kits distributed to targeted households & ensure proper usage through follow up visits & / or post distribution monitoring exercise.
  • Completion certificates: Ensure documentation & certification of completed water & sanitation projects in coordination with local authorities & implementing partners.
  • Stakeholder coordination: Produce minutes from coordination meetings with implementing partners, community committees & local authorities.
  • Final evaluation: Submit an end of project report summarizing the achievements, challenges & recommendations for sustainability.

Project Reporting

  • This role will work under the guidance & supervision of the respective WASH Specialist / Officer.

Key Competencies

  • Bachelor’s degree in civil engineering, electrical, electromechanical or related fields.
  • Experience in designing, supervising, running water, sewer projects & providing WASH support during emergencies and development.
  • Fieldwork experience, especially in rural and hard-to-reach areas.
  • Ability to write technical reports, including assessments and project documents, for UN agencies and donors.
  • Strong analytical skills to assess project progress and suggest improvements.
  • Ability to engage communities and support behavior change in WASH activities.
  • Good communication and negotiation skills to work with stakeholders and ensure projects run smoothly.
  • Previously worked in the West Coast and Taiz regions is an added advantage.
  • At least 3 years’ experience in water, sanitation or hygiene promotion.
  • Prior & relevant work experience in the west coast & Taiz regions is required.
  • Fluent in Arabic & English, with good writing & speaking skills.
