The main goal of this task is to develop a specific ‘Product Requirements Document’ and frontend (UI/UX) of an integrated user-friendly website for UDF. This will support UDF to develop and launch an optimum product for their potential website to strengthen the institutions user engagement and public relations.

Duties and Responsibilities
Organizational Setting UN-Habitat, the United Nations Human Settlements Programme, is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. It is the focal point for all urbanization and human settlement matters within the UN system. Introduction Urbanization is a key driver of development and cities are seen to be on the frontline of many of the global challenges the world is currently facing. In Egypt, 75% of the GDP is generated in urban areas and 80% of the jobs are in existing cities. However, unplanned, and imbalanced urbanization contributes strongly to inequalities and inefficient use of resources. 68 percent of the total population are living in three regions, Greater Cairo Region, Alexandria and Delta; representing 1.8 percent of Egypt’s total area, while 77 cities comprise 4 percent of the urban population. The United Nations Human Settlements Programme (UN Habitat) cooperates closely with the Egyptian Government to achieve its developmental objectives and implement relevant national policies. In the light of this collaboration UN Habitat and the Urban Development Fund (previously known as the Informal Settlements Development Fund) are implementing the “Participatory City-Wide Urban Upgrading” project to face the growing challenges of informal settlements and urban deterioration in Egypt, and ensure optimum utilization of urbanization values. During the first phase of the project (2017-2022) a new approach and corresponding tools of sustainable urban development and upgrading were identified and included in the revision of the Building Law 09/118 . The new approach supports improving the living conditions in urban areas by providing innovative frameworks to identify and finance the development of both potential and deteriorated areas in the cities. The second phase of the project (2022-2025) aims to support the Urban Development Fund (UDF) to effectively implement its new mandate through three main outcome areas i) improved capacities, tools and methodologies for effective upgrading and development of identified urban development areas; ii) encouraged civil society, private sectors and key stakeholders to contribute to development activities within effective participatory and inclusive development frameworks; and iii) advanced positioning of Urban Development Funds and enhance opportunities for national and international cooperation for technical and financial support to the urban development sector in Egypt and the Arab region. This project links directly to SDGs 10 & 11 and will respond to the New Urban Agenda supporting integrated, resilient, and sustainable development that integrates spatial, social, economic, and environmental aspects and providing effective and innovative tools for upgrading informal settlements. The project also links directly to UN-Habitat’s Strategic Plan and ensures integration of a number of organizational performance enablers focusing on innovation, advocacy, communication and outreach as well as, capacity building. In this context, this task is intended to develop UDF’s website to advance one of the key components of the project which is develop an integrated communication strategy that addresses UDF’s various stakeholders and build institutional identity. It will serve as an external platform for visibility and outreach showcasing UDF’s work in urban development and regeneration in Egypt. The website will also provide a data platform for stakeholders and the public comprising data, statistics, infographics, maps, locations and information on informal settlements in Egypt. It will further advocate for UDF as a centre of excellence for sustainable urban development and regeneration, promote interaction, public relations, and building knowledge around the mission and vision of the new UDF mandate. The website is also expected to further establish an integrated online presence to showcase and document their portfolio, work and services to their target beneficiaries. Reporting Line The Consultant will work under the supervision of the Urban Development Programme Manager, UN Habitat – Egypt Office and in coordination with the Programme Manager at UDF. Duties and Responsibilities The assignment aims to design, propose and identify digital solutions to enable UDF to develop and launch a new website for their institution. The website should have an enhanced, interactive, rich, organized and user-friendly content. In this sense, the consultant is required to conduct the following detailed tasks: I. Intake and Needs Assessment – “Product Requirement Document.” This phase is key to identify specific needs of UDF through drafting a “Product Requirement Document” with the following: 1. Assess all the current needs, constraints, limitations, and requirements to launch the new UDF website. 2. Identify any challenges that currently face UDF on running websites or online platforms for specific improvements and changes to properly draft the Product Requirements Document. 3. Work closely with UDF communications and technical teams to: a. Identify applicability and structure of the exact features and functionalities needed to set up the website. This can include (among others): i. User registration, ii. Blog, iii. Contact forms, iv. Social media, v. Integration with third-party websites/systems, vi. Customer Relation Management (CRM), vii. Content Management System (CMS), viii. Payment Gateways, ix. Multilingual functionality. b. Current website host and hosting email or any other relevant inputs. 4. Draft the ‘Product Requirements Document’ with specific approach and proposed language for development and the expected timeline in alignment with UDF brand guidelines and accessibility requirements and compliances. II. Hold meetings with UDF, UN Habitat, and relevant stakeholders for feedback and approvals 1. Present the proposed approach and the ‘Product Requirements Document’ for the website development to UDF for approval. 2. Lead technical advisory discussions to best meet the needs of UDF to fulfill their communication goals. III. Design in close coordination with UDF team focal points a comprehensive User Interface and User Experience UI/UX frontend design 1. Draft up to 30 low-fidelity designs and wireframes for feedback and modifications based on the approved requirements documents. 2. Develop high-fidelity designs and wireframes of selected and approved low-fidelity design pages and finalized for coding and development. 3. Present the final design for discussion, feedback, and final approval. Important Considerations and General Requirements 1. Main languages of the website: built-in multilingual content support for Arabic and English. 2. Proposed Design Standards need to be: a. User-friendly administrator interface for all features b. User-friendly front-end design and development to optimize public use c. Design should be in line with UDF branding; the web design and development shall be developed and delivered in line with UDF’s internal policies and frameworks.
Qualifications/special skills
Advanced university degree (Master’s degree or equivalent) in the field of Computer Sciences and Engineering. A first-level university degree in combination with two (2) additional years of qualifying work experience may be accepted in lieu of the advanced university degree. 2 years of experience in the fields of ICT, including (front and back end) website development is required. Past experience with relevant online knowledge management and/or online platforms, preferably open source and with other international organizations is desired. Experience working on similar scope with the Government of Egypt is desired.
Languages
Fluency in both oral and written English and Arabic is required.
