The purpose of the consultancy is to develop the IT Tool and provide training to SMA’s staff on the use of the tool. The consultant will perform the following tasks:

a) Review the SMA Results-based Management (RBM) framework, and propose an IT tool design and functionality;

b) Develop the IT tool;

c) Provide training to SMA’s staff on the use of the tool.

SMA will provide staff support to the process.

Deliverables at the end of the contract:
– March 2025: Inception report, with detailed methodology and plan;

– April 2025: Proposed IT tool design and functionality (document);

– June 2025: IT tool developed and implemented at SMA;

– July 2025: Training of SMA’s staff on the use of the tool; and training materials.

QUALIFICATIONS
Education
Diploma appropriate to the development of the IT tool.
Experience
Minimum 5 years experience and sound knowledge of developing IT tools for Government agencies to monitor and evaluate staff and overall SMA performance.

Availability during the proposed period
The consultant will provide a blend of in-country and remote technical support, including a minimum of three one-week missions for on-site assistance and facilitation of workshops or training sessions.
Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization as well as Seychellois Creole would be an advantage.(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)

Additional Information:
Proposed fee: Band C/D: 390-750 USD per day depending upon experience, knowledge and skills.
