Under the supervision of the Head of the Atmosphere and Environment Research division and in coordination with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), the incumbent will perform the following duties for the “Integrated Urban Climate, Weather and Environment Systems for Climate-smart and Resilient Cities: Thailand study (IUC4CRC):
a) Work in close collaboration with the WMO Secretariat;
b) Work in close collaboration with the team involved in the project including GIZ, WMO experts and TMD Climate Center staff;
c) Participate in regular check-ins/consultation meetings with TMD, GIZ, and WMO;
d) Prepare introductory webinars on urban scale processes, including Local Climate Zones (LCZs) maps (based on WUDAPT methodology) and understanding urban climate hazards;
e) Support the development of Local Climate Zones (LCZs) of the 3 Thai selected pilot cities following the methodology of the World Urban Database (WUDAPT);
f) Support the development of the associated urban climatology per Thai city including relevant meteorological and atmospheric composition parameters (e.g. temperature, precipitation, PM2.5, etc.);
g) Support the development of hazard indicator maps per Thai city, including heat maps for urban heat island (UHI) effects and extreme weather-environmental events (i.e. floods, air pollution);
h) Support the analysis of IUS questionnaires developed by WMO;
i) Accompany TMD on selected visits to the pilot cities;
j) Provide recommendations for the IUS implementation in the Thai context;
k) Summarize the above activities in the Synthesis Report on the development of integrated services in Thailand, including lesson learnt to be input in the Thailand National Framework for Climate Services.
QUALIFICATIONS | ||
Education Masters in Science or PhD in climate science, meteorology or equivalent. At least 10 years of work experience in cities and weather/climate. |

Experience – 10 years experience working in urban climate, urban environments, urban issues related to climate change, adaptation, and/or mitigation. – Experience in implementing or delivering Integrated Urban Hydrometeorological Climate and Environmental Services. – Experience in designing multi-stakeholder processes, preferably at government administrative levels or in a capacity related to the UN system. – Experience in translating technical requirements and project results into summary reports for policymakers or practitioners. – Experience working in the Southeast Asian context is required. – Ability to effectively communicate with a wide range of stakeholders and team members. – Ability to deliver projects on time and within budget. |

Other requirements – Availability and willingness to travel to Thailand throughout the duration of the of the consultancy. A 2-day visit every 3 months is estimated. – Ability to develop innovative solutions to address challenging situations. – Excellent oral and written communication skills. – Proven analytical and writing skills. |

Languages Excellent knowledge of English (both oral and written). Good knowledge of Thai would be an added advantage. Knowledge of other official languages of the Organization would be an advantage. (Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.) |
