DUTIES AND RESPONSIBILITIES

Under the supervision of the Head of the Technical Coordination and GFCS Support Unit (TCG) and in coordination with the focal point of WISER project for Mauritania at ONM, the incumbent will perform the following duties:

1. Analyse the operational processes developed by ONM, with a particular attention to the current database landscape at ONM;

2. Work with ONM and WMO to find the best feasible solution for a climate data management system (CDMS), with relevant recommendations for customization to ONM requirements;

3. Identification of training priorities and delivery of the trainings in Mauritania for the local staff and the deployment of the CDMS at ONM;

4. Ensure sustainability of the solution: identify roles and profiles not in ONM team and provide recommendations on further improvements of data management at ONM;

5. Carry out other relevant duties as required.

Expected deliverables

– A concept note proposing:
a description of the current situation of the ONM in general, and an update on the processing and management of climate data in particular;
a content for a training workshop to set up a climatological database for ONM staff;

– A final report:
with an analysis of the results achieved, with the major themes dealt with during the workshop, conducted in accordance with WMO guidelines and approved by the ONM, as well as an analysis of the conditions under which the workshop was held.

QUALIFICATIONS

Education Bachelor or Masters degree in information technology, data science or related field is required.

Experience – Database management skills (e.g., MySQL). – At least 7 years experience in managing climatological, meteorological, or hydrological data. – Experience with training on database management or related fields. – Ability to understand and translate data requirements into technical solutions which are operationally viable. – Ability to assess technical and financial capacities and provide critical feedback. – Effective communication and collaboration with clients, stakeholders, and team members. – Ability to deliver projects on time and within budget.

Other requirements – Excel programming language Visual Basic for Application. – Familiar with database management. – Notions of SQL and the basics of data management and data analysis. Availability during the proposed period: The consultant will provide technical assistance, part of which requires an in-country presence.

Languages Excellent knowledge of French and English (both oral and written). Knowledge of other official languages of WMO would be an advantage. (Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)

Proposed fee: C/D 390-750 USD per day, depending on experience, knowledge and skills.
