Overview:
IBTCI is seeking an experienced professional for a Short-Term Technical Assistance (STTA) role. The objective of the STTA is to ensure the coverage of BHA SOW’s components by the tools/protocols to be used by YMELP II, ensure their fit to USAID and other international standards such as the SPHERE Project for the covered sectors by YMELP II, and to ensure the fit of the data collection approach and resources to match the above components, planning mitigations as appropriate.
Responsibilities
Essential Duties/Tasks and Responsibilities:
- Ensure the coverage of BHA SOW’s components by the tools/protocols to be used by YMELP II.
- Ensure the fit of the tools/protocols to USAID and other international standards such as the SPHERE Project for the covered sectors by YMELP II.
- Ensure the fit of the data collection approach and resources to match the above components and plan mitigations as appropriate.
- Provide a detailed map of BHA SOW and means to address that.
- Plan to tweak the tools/protocols used by YMELP to ensure matching USAID/Sphere project standards. Identify areas when accommodating such standards is challenging or not doable for further discussion with BHA.
- Plan of tweaking tools/protocols/processes for effective implementation of M&E activities.
- Other duties as assigned.
Qualifications
Minimum Requirements:
- At least 5 years of progressively responsible experience related to monitoring and evaluation, development, humanitarian assistance, and/or transition programs.
- Proven experience in developing tools.
- Proven experience in monitoring/evaluation of humanitarian interventions in emergency/conflict contexts.
- Proven experience in implementing humanitarian intervention in emergency/conflict contexts.
- In-depth knowledge of USAID and other donors’ monitoring and evaluation practices.
- In-depth knowledge of internationally common standards of humanitarian intervention implementations such as the Sphere project.
- Oral and written fluency in English required, fluency in another language preferred.
**Education:**Bachelor’s degree in international affairs, social sciences or related field required. Master’s degree preferred.
Preferred Knowledge, Skills and Abilities:
- Previous experience in managing or implementing large-scale third-party monitoring projects, USAID-funded programs, or large-scale M&E support projects, ideally in humanitarian themes such as WASH (water sanitation and hygiene), health, logistics and relief commodities, shelter, protection, and food assistance programs.
- Previous project management experience, the ability to prepare concise written materials, and adhere to deadlines.
- Previous experience conducting quantitative and qualitative field research in conflict zones.
- Previous work experience in Syria or the region is desirable but not essential.
- Previous experience managing sub-contractors is desirable.
- Previous experience implementing a USAID-funded program is desirable.
Working Environment: Work is typically performed in an office environment.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position does not have supervisory responsibilities.
Work Authorization: Candidate must be authorized to work in Jordan.
