Technical Excellence is currently going through a change process called "Regional and Technical Alignment." We are doing this to ensure that the impact of our programs and the influence of our ideas create meaningful change for people affected by crisis. This next phase of IRC's commitment to program quality will more deliberately resource and link global thought leadership with practice on the ground. Updated Technical Unit structures will have new roles with clearer mandates. The Global Practice Lead is a new leadership role introduced by this change process. Economic Recovery and Development Technical Unit (ERD TU) The ERD TU is a dynamic team of more than 30 professionals responsible for supporting the development, implementation, and monitoring of client-centered economic wellbeing (EWB) programs. These include, but not limited to, cash and voucher assistance (CVA), agricultural & climate-resilient livelihoods, financial inclusion, and employment (including self-employment) promotion across emergency, recovery and resilience programming contexts. The TU’s technical assistance to this wide variety of programs ensures quality and use of evidence-based practices promotes innovation, diversity, equity, and inclusion and drives data-based management and decision making, with a focus on promoting local partnerships, to achieve positive change in people’s lives. Job Overview  The Global Practice Lead (GPL) for Cash and Markets is the organizational leader for cash and voucher assistance (CVA) for all of it’s five outcome areas and markets in crises (MiC) programming for the Crisis Response, Recovery and Development (CRRD) department and is a core member of the ERD TU’s leadership team. They are responsible for devising and leading strategies to raise the quality, impact, and scale of IRC’s CVA programming.  The GPL will ensure the scope, quality and relevance of global technical standards, including the generation and promotion of evidence in their technical area. The GPL will closely collaborate with Regional Leads, Technical Advisors, and Technical Coordinators across the 5 units and the Emergency and Humanitarian Action Unit (EHAU) in promoting technical best practice in CRRD programming. They will facilitate TU-led and high-impact strategic business development by providing excellent technical insights and developing and maintaining strategic relationships and networks. In line with the Cash Position Paper (the organization-wide commitment to expand CVA usage), the GPL will lead strategic planning for CVA and MiC ambitions within the economic wellbeing, as well as health, education, safety and power strategies. The GPL reports into the Senior Director, ERD TU, and will manage highly specialized CVA experts/specialists to lead the generation and use of evidence and best practices in TU-led strategic projects involving the use of CVA.   Major Responsibilities  Strategy, Program Design and Business Development •Act as the organizational leader for CRRD in CVA & MiC internally and externally •Lead strategic direction and Delivery Planning for CVA in line with the organizational Cash Position Paper •Responsible for identifying global areas of programmatic risk in CVA implementation and elevating issues to Regional Leads and TU leadership  •Collaborate with other GPLs to promote integrated program designs within ERD and across all IRC sectors that increase scale and deepen impact •Lead Technical Unit led global business development for CVA & MiC programming and support strategic project level proposals •Lead coordination with AMU to drive fundraising from Public and Institutional donors and with ER to drive fundraising from Private donors to meet strategic priorities related to CVA & MiC programming at IRC. •Oversee TU-led strategic CVA awards, working closely with regional Technical Advisors as applicable and the Grant Operations and Analytics Team •Line manage global CVA specialists, TU-led Project Directors as applicable, and co-manage shared staff (e.g in Social Protection, and Anticipatory Action) with other GPLs.  Global Practice Implementation Support •Responsible for drawing on evidence-based best practice to provide technical oversight of IRC’s global CVA & MiC technical standards, methodologies, and tools  •Accountable for the development of a limited number of high-value tools and methodologies to better integrate cross-cutting issues into CVA & MiC programs (e.g., gender equality, diversity and inclusion, climate adaptation, etc.). •Accountable for establishing information and knowledge management systems that support Regional Leads and Technical Advisors stay up to date on global technical standards, methodologies, and tools – regular update of the CVA Resource catalogue. •Establish competency framework for CVA and work closely with Regional Leads to identify competency gaps and drive capacity strengthening •Responsible for CVA operations support, such as procuring and setting up global operational tools and processes needed for CVA programming (e.g. the Global Payments Toolkit) and leading IRC’s Global Cash Working Group (includes programs, supply chain, finance, IT teams) •Accountable for ensuring Technical Advisors and Technical Coordinators have the tools and resources that are needed to measure CVA & MiC programming •Support Technical Advisors and Technical Coordinators with thorny technical problems, career planning support, and mentorship, as appropriate Research, Data, Knowledge Management, and Organizational Learning •Accountable for establishing and maintaining a Community of Practice and other channels for the Cash and Markets practice area to ensure pro-active and inclusive management with sustained learning, development, innovation, and best practice sharing  •Coordinate with Regional Leads and Technical Advisors to lift up program learning for cross-sharing and incorporation into global best practice •Guide research and evidence use efforts for CVA, working closely with colleagues and leaders in Airbel, EHAU, ERD TU, other technical units, and regional colleagues •Provide technical inputs to CVA- and MiC-specific MEAL tools and methodologies, and support data collection and interpretation in learning routines, including the use of CVA account codes. As a member of both the regional team and the technical unit senior management team, the ERD East Africa Regional Lead has accountability for technical quality and responsibility for assuring the advice from Technical Advisors is taken into appropriate action by the country office. The ERD East Africa Regional Lead will lead a highly effective, strategic ERD regional team to ensure the East Africa Region has high quality, sound technical support needed to deliver on global program goals and effectively serve our clients. The role will serve as a functional leader, advisor, and a thought partner to both TU leadership and regional leadership, with a particular focus on leading the operationalization of the Economic Wellbeing strategy in East Africa, multi-sector and sub-sector program integration, mainstreaming of Gender Equality, Diversity, and Inclusion across programming, evidence-based design, business development, and quality assurance for high-impact and scale strategic projects. The ERD East Africa Regional Lead will coordinate across individuals and projects, ensuring clear priorities are set and communicated, and navigating the challenges inherent in being an advisory function. They will be excellent people managers, with great team building/animation skills, able to help technical staff succeed and grow in their careers. The ERD East Africa Regional Lead will invest deeply in understanding the context and dynamics of the country and regional teams and the challenges they face. They will ensure coherent ways of working within and across the regional technical team, as well as within the wider ERD TU, to align high quality technical support with the operational realities of the country offices. The Regional Lead will champion technical external representation in regional fora for promoting learning, advocacy and showcasing IRC's programming as well as engage with regional colleagues on donor facing engagement. By doing so, the Regional Lead will ensure high quality programming across the Cash & Markets Resilient Food Systems and Economic Inclusion practice areas in East Africa, high quality coordination and partnership with regional teams, effective team performance, and efficiency and impact of technical excellence service offering to the East Africa region and country programs. The TU’s technical assistance to this wide variety of programs ensures quality and use of evidence-based practices promotes innovation, diversity, equity, and inclusion and drives data-based management and decision making, to achieve positive change in people’s lives. Position Overview The Deputy Director, ERD will play a critical role in the ERD Senior Management Team (SMT). Primary areas of responsibility include: •Lead: Thought partner to the Senior Director (SD) and engaged member of SMT, cultivating a kind, supportive team culture that reduces bureaucracy and anchors strategic decisions in evidence and good practice. •Manage: of a team of highly skilled regional leaders to ensure the delivery of high-quality EWB programming across IRC country programs. •Oversee: the development and implementation of IRC processes and policies across the ERD TU e.g. budget allocation, strategic workforce planning, wider people and culture goals and policies. •Champion: and support the implementation of the ERD TU’s strategic plan.  Providing strategic leadership to the design of programs that are evidence-based and evidence-generating, supporting focused advocacy efforts in close collaboration with the Senior Director and Global Practice Leads as well as with key stakeholders within and outside of the ERD TU. •Resolve: operational problems to ensure program challenges are promptly addressed and staff are supported.  •Promote: cross-functional collaboration and a ‘One IRC’ way of working both within the ERD TU and between the Technical Excellence, CRRD and the wider organization.  Management of technical support functions: The Deputy Director will ensure that high quality, effective technical assistance is delivered to IRC’s Country and Regional programs by translating technical norms and standards to practice and elevating examples of good practice as accelerators of quality, scale and impact.  They will do this by:  -Providing excellent line management to ERD Regional Leads in close collaboration with the Deputy Regional Director for each region, to enable colleagues succeed, feel supported and work well in a regionally aligned structure. -Creating strong connections and communication between the Regional Leads and the TU, as well as across each other.  -Cultivating a strong and inclusive culture of performance, accountability, and collaboration, and ensuring high quality of technical support is provided by the team to IRC’s country programs. -Ensuring the TA function is fit for purpose and innovative, as a key bridge between regions and countries and global practice and technical leaders and amplifying the voices of our clients and frontline staff.  -Providing strategic leadership to the design of programs that are evidence-based where possible and evidence-generating where necessary collectively and in close collaboration with the Senior Director, as well as with key stakeholders within and outside of the ERD TU. -Representing the Senior Director as required. Technical Unit strategy and operations: The Deputy Director, in close collaboration with the Senior Director, will foster operational and strategic excellence by cultivating a culture of data-driven decision making and leading on the operationalization and delivery of both the strategy of the ERD TU and the application of IRC’s overall strategy (“Strategy 100”) to EWB programming.  They will do this by: -Overseeing the implementation of IRC strategic processes and policies across the ERD TU e.g. budget allocation, Strategic Workforce planning, wider people issues and policies. -Taking forward strategic initiatives and change management processes as appropriate, contributing to the implementation of the IRC EWB strategy, TU-wide ways of working, setting direction and workplans, as well as performance and knowledge management.  -Ensure the responsible management of the ERD TU funds, partnering with technical and finance colleagues to harmonize planning, budgeting, and reporting. Driving improvements in ways of working across the TU. -Providing strategic oversight and assurance of portfolio, including quality and performance of programs, staff capability and management of delivery risk.  -Building a strong network and collaborative relationships with other Technical Units, Regional and Country Leadership, Finance, People and Culture and other central teams to support the delivery of ERD TU objectives. A people-centered leadership style, driving performance enablement culture, engagement, and wellbeing. Work experience desired:  •Substantial and all-round relevant experience, including programmatic experience in a service delivery NGO or international organization. •Experience and familiarity with cash and livelihoods donors, peer agencies and national contexts required, preferably in humanitarian and transitional, post-crisis contexts, with familiarity with development programming strategies. •Leadership and management experience in complex global organizations at regional/global levels. •Experience and expertise raising funds from bilateral, multilateral, and private donors, and leading teams to design winning bids. •Experience undertaking strategic planning and leading teams through change. Demonstrated skills and competencies:   •Deep expertise in cash and livelihoods programming and hands-on experience (preferably in 1 or more of the ERD TU’s practice areas – Cash & Markets Resilient Food Systems and Economic Inclusion. •Understanding of the humanitarian/development sectors and effective practices used by aid organizations to design, implement and measure the progress of interventions. •Fluency in the relevance and use of empirical evidence to know what works best to achieve meaningful program outcomes. •Excellent analytical skills and a demonstrated ability and comfort in effectively managing and using data and evidence to inform program design, adaptation and monitoring and learning. •Demonstrated leadership and management proficiencies including the ability to build a diverse team, foster an inclusive team culture, encourage confidence and trust and lead team in a unified vision and strategy. •Commitment to creating a learning culture and supporting internal learning within and beyond the team. •Communicates effectively with IRC program leadership, technical peers, and colleagues in fundraising, communications, and advocacy. •Demonstrated ability to navigate a large multi-national organization. •An established and collaborative professional network in humanitarian and development communities.  •Excellent public speaking and writing skills in the English language are essential. Education: Masters’ degree in economics, business management, international development or any other relevant fields or an equivalent professional experience of background is required. Sound training on the use of data and research evidence for programmatic decision making and rigorous analytic skills are an advantage. Language Skills: Excellent spoken and written English essential. Proficiency in French or additional IRC relevant languages (Arabic, Spanish) strongly preferred.  Working Environment: Travel up to 30% of time. Preferably based in one of our international hubs in London, Nairobi, or New York. Other IRC locations may be possible. Compensation: Posted pay ranges apply to UK-based candidates.
