The Human Resources Officer (Office of the Director) reports to the Director of Human Resources (DHR).
Responsibilities
Ensures efficient and effective functioning of DHR’s Office; provides support to the Director of Human Resources on all aspects of the Department’s work, as required by the Director:
- Reviews submissions of diverse HR matters, including appointments, addressed to the Director for accuracy, consistency and compliance with relevant policies and procedures.
- Prepares internal and external communications for the Director and ensures the proper flow of communications and documentation to and from the Director’s office.
- Coordinates and monitors the implementation of the Department’s work plans, ongoing and special projects addressed to ensuring the efficient and effective operation of the Human Resources function.
- Oversees the Department’s budget in coordination with the Finance Department
- Coordinates HR responses and updates to the Strategic Plan, Annual Operational Plan, Annual Results Review and other internal planning and reporting mechanisms.
- Serves as the HR focal point for internal and external Audit, including preparing responses to observations and following up on the implementation of recommendations.
- Coordinates the Department’s responses to Donor mandated reports and reviews, serves as focal point for inter-agency and donor requests, including for statistical information.
- Acts as Secretary to the Advisory Committee on Human Resources (ACHR): arranges meetings, prepares the Agenda of the Committee, ensures availability of background documentation, liaises with members and ensures the proper conduct of meetings, provides background information and prepares minutes of meetings, conveys decisions of the Commissioner-General or DCG and keeps records of the ACHR.
Education
- Advanced University degree (Master’s or equivalent) from an accredited educational institution in human resources management, law, business or public administration, or a related field or a related discipline.
Work Experience
- At least five years of relevant work experience in Human Resources Management, preferably in an international commercial or governmental organization is required. Unless already serving as an international staff member in the UN Common System, a candidate for an international post must have a minimum of 2 continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number is required. Advanced University degree (Master’s or equivalent) from an accredited educational institution in human resources management, law, business or public administration, or a related field or a related discipline is required.
Languages
- Excellent command of written and spoken English.
