How can you make a difference? 

Chaque consultant retenu aura pour tâches suivantes dans la commune choisie: 

  • Elaborer la méthodologie et le chronogramme de l’élaboration du plan de développement communal de Cinkassé 2 et Tône 4
  • Réaliser l’analyse diagnostique du développement de chaque commune
  • Réaliser la planification stratégique
  • Rédiger le document du plan de développement communal (PDC) de chaque commune
  • Elaborer la note synthétique (résumé) du PDC de chaque commune
  • Elaborer le Plan d’investissement communal pour chaque commune
  • Concevoir le mécanisme de suivi-évaluation de la mise en œuvre du PDC pour chaque commune

To qualify as an advocate for every child you will have… 

Qualifications requises : 

  • Etre titulaire d’au moins un BAC+5 en planification du développement, économie, aménagement du territoire ou toute autre qualification pertinente ;
  • Posséder d’au moins 10 années d’expérience avérée en matière de planification stratégique, locale, régionale, nationale de développement, décentralisation et aménagement du territoire ;
  • Avoir au moins 10 années d’expérience à un poste de responsabilité de planification, de programmation, de budgétisation et de suivi-évaluation dans une administration centrale ou locale.
  • Avoir la matrise du français. Une bonne connaissance de l’anglais est un atout.

Connaissances/expertise/compétences requises 

  • Connaissance des techniques informatiques (Word, Excel, PowerPoint, etc.), y compris la navigation sur le Web ;
  • Capacité démontrée de développer et de maintenir des relations avec de multiples partenaires ;
  • Excellentes compétences analytiques, organisationnelles et de communication ;
  • Bonne capacité rédactionnelle, d’analyse, de synthèse, de restitution et de négociation ;
  • Excellente connaissance du français et une bonne connaissance pratique de l’anglais ;
  • Capacité de coordination et/ou de conduite d’une mission de consultation similaire notamment l’élaboration des plans communaux de développement ;
  • Bonne connaissance du fonctionnement des administrations publique et locale ;
  • Expérience dans l’animation/modération des ateliers, en gestion des affaires locales et en andragogie ;
  • Disponible et apte à effectuer une mission de terrain.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
