1.  Background
Indonesia, as one of the world’s most biodiverse countries, is facing increasing pressure from ecosystem degradation alongside a significant biodiversity finance gap. To address this, the Government of Indonesia, supported by UNDP through the Biodiversity Finance Initiative (BIOFIN), is promoting innovative financing mechanisms such as biodiversity credits to mobilize additional resources and incentivize conservation.

In Southwest Papua, particularly in Konda Sub-district, South Sorong Regency, Indigenous communities have played a critical role in managing forest landscapes through customary governance systems. The Konda Peninsula represents a high-value ecological and cultural landscape, consisting of lowland forests, peat ecosystems, sago landscapes, and important wildlife habitats.

Recent progress in the formal recognition of customary territories provides a strategic opportunity to pilot biodiversity credit initiatives in Indigenous landscapes. However, these areas also face competing land-use pressures such as plantation and carbon concessions, underscoring the need for structured, inclusive, and sustainable financing solutions.

To respond to this, BIOFIN Indonesia will implement a biodiversity credit pilot at the community level in Sorong. The pilot aims to assess feasibility, implementation of biodiversity credit preparation activities, and generate lessons learned to inform future policy and scaling up of biodiversity financing mechanisms.

2. Objective
This Call for Proposal aims to select a qualified Civil Society Organization (CSO) to:

  • Submit Inception Report contain a methodology, detailed work plan, and implementation timeline
  • To develop a draft Project Design Document (PDD) aligned with the selected biodiversity credit standard by defining measurable biodiversity indicators, integrating environmental and social safeguards (including FPIC, GESI, and High-Level Principles/HLP), aligning baseline and monitoring approaches with crediting requirements, and outlining an inclusive benefit-sharing framework
  • Conduct Biodiversity Baseline Assessment for credit quantification
  • Develop Final Project Design Document (PDD) and knowledge product

3. Location and Duration

  • Location: Konda Sub-district, South Sorong Regency, Southwest Papua
    (Wamargege, Konda, Nakna, Bariat, and Manelek villages)
  • Duration: 12 months (July 2026 – August 2027)

4. Eligibility Criteria
The grant recipient (civil society or non-governmental organization, academia) with experience in biodiversity conservation, community-based natural resource management, Indigenous peoples engagement and FPIC processes, Carbon and/or biodiversity credit development, Environmental baseline and MRV systems shall complete required documents as per Term of Reference

5.    Deadline for Submission
All submission of Project Concept and Full Proposal must be prepared and submitted in English.
