The UNICEF WCARO is looking for a Regional Immunization Cold Chain Management Consultant who to support the WASH Section in UNICEF’s West and Central Africa Regional Office to develop a multi-country Concept Note on Climate Adaptation for the WASH Sector in five Sahel Countries (Burkina Faso, Chad, Mali, Mauritania and Niger) for the Green Climate Fund or other funds, such as the Adaptation Fund (AF) and the Global Environmental Facility (GEF).

The Green Climate Fund (GCF) is the world’s largest dedicated fund helping developing countries respond to climate change. It was established by the United Nations Framework Convention on Climate Change (UNFCCC) in 2010 and has a crucial role in supporting the developing countries in achieving their commitments and ambitions towards meeting the goals of the Paris Agreement.
Climate Finance proposals for the GCF are different from traditional funding proposals as they are technically complex and require deep expertise not only sectorally in the area of WASH, but also in Climate Science and Climate Finance. UNICEF faces several constraints with regards to GCF funding, the first being that UNICEF is not yet an Accredited Entity to the GCF. To address this, the UNICEF West and Central Africa office (WCARO) is identifying opportunities to partner with other Accredited Entities and regional/national Direct Access entities to develop a multi-country proposal.
It is intended that a Concept Note to leverage climate finance for the Water, Sanitation and Hygiene (WASH) sector in priority countries in the region is developed and submitted and comments incorporated. It is expected that a full proposal will be developed and submitted in 2025 (under a separate consultancy). The present consultancy TOR describe the support that will be required to draft that concept note.

Scope of Work:
This is a consultancy for an individual consultant (the Consultant) in Climate Finance for WASH.
The consultant will support the WASH Section in UNICEF’s West and Central Africa Regional Office to develop a multi-country Concept Note on Climate Adaptation for the WASH Sector in five Sahel Countries (Burkina Faso, Chad, Mali, Mauritania and Niger) for the Green Climate Fund or other funds, such as the Adaptation Fund (AF) and the Global Environmental Facility (GEF).

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
