Introduction
UNDP Bhutan is seeking proposals from eligible and qualified international consulting firms for the Development of the Financial Needs Assessment (FNA), Biodiversity Finance Plan (BFP), and Resource Mobilization Strategy for the 5th NBSAP. You are encouraged to reveiew the terms of reference enclosed while preparing your submissions.
Objectives
In line with these efforts, UNDP CO in partnership with the Royal Government of Bhutan (RGoB) is seeking to recruit an international consultancy firm to update the Financial Needs Assessment (FNA) and Biodiversity Finance Plan (BFP) and develop a Resource Mobilization (RM) Strategy to operationalize the 5th NBSAP. This update will play a critical role in assessing the financial requirements to implement the 5th NBSAP and in supporting the institutionalization of the process. An additional component of this assignment is also to build the capacity of national counterparts so that they can independently cost the future NBSAPs and produce the FNA to close the finance gap for biodiversity.
Scope of Work
Under the overall direction of the UNDP CO and RGoB, the consulting firm will develop the FNA, BFP, and RM Strategy following the guidance provided by the latest version of the BIOFIN workbook, and referencing the 5th NBSAP, national biodiversity reports and policies, Bhutan Resource Mobilization Plan (BRMP), 21st Century Roadmap, Energy Roadmap, Green Taxonomy, financing policies, conservation guidelines, and other sectoral frameworks and strategies and should be supported by detailed data collected by the firm as part of this assignment.
