ECHO Senior Institutional Partnership Officer

GENERAL MISSIONS:

The mission of the Institutional Partnership Senior Officer is to lead the strategic mobilization of funds

from institutional donors by defining a donor strategy. This includes donor relationship and fundraising,

compliance framework and contract implementation support.

You are responsible of managing the partnership relation with institutions funding of HI operations –

including donors, institutional partners, networks – in order to identify and develop business

opportunities and to create and maintain positive working relationships.

MISSIONS/RESPONSABILITIES:

Reporting to the Head of Institutional Partnership North Europe, you will provide support to the federal network’s programs, mobilizing funds from the European Union, in particular DG ECHO.

To achieve this goal :

  1. You will manage relations with ECHO and contribute to project funding.
  • Develop the institutional partnership strategy with ECHO and the corresponding multi-year action plan; monitor its implementation.
  • Identify regular (‘Humanitarian Implementation Plans’ – HIPs) and specific (Programmatic Partnership, Enhanced Response Capacity, Emergency Toolbox, Humanitarian Logistics,…) funding opportunities; ensure effective communication of this information and its analysis to the federal network; contribute to the arbitration and submission of project proposals
  • Contribute to the development of program funding strategies and support programs (headquarters and field) in their relations with donors.
  • Promote HI and defend its interests with ECHO contacts; play an active role in conferences and events organized by ECHO; facilitate discussions and meetings between ECHO and HI representatives (programs, specialists, advocacy, Atlas…); explore synergies with other humanitarian actors.
  1. You capitalize on and disseminate knowledge of the ECHO donor and ensure that the association is familiar with the donor’s rules.
  • Monitor and update donor information and circulate it to the relevant Desks/Programs
  • Brief/train head office and field teams (online tools and training)
  • Help solve problems when rules are not applied
  • Participate in humanitarian platforms (e.g. VOICE)
  • Help coordinate audits and implement other donor requests
  1. You support contract management with ECHO
  • Act as a global interface with the institutional donor; support operational staff in their relations with the donor, intervene when necessary
  • If necessary, support the IF Department and operational staff in negotiating and signing contracts
  • Provide support/advice on donor rules (monitoring deadlines, adequacy of reports, etc.) in relation to program issues
  • Contribute to the correct entry of contractual information in the financial information system and CRM.
  1. You will contribute to the strategy of the Institutional Financing Department (DFI) and that of the Northern Europe Institutional Financing (FINE) team.
  • Contribute to the implementation of DFI priorities and the FINE team’s action plan for specific themes (Humanitarian Logistics, Inclusive Humanitarian Assistance, Nexus, COTER, etc.).
  • Contribute to the DFI’s multi-year planning and strategic priorities.

PROFILE SOUGHT :

  • With a degree in international cooperation, political science or social science, you have at least 10 years’ initial work experience in an international humanitarian or development NGO.
  • You are familiar with the institutional landscape of the European Union and in particular DG ECHO.
  • You’re organized and attentive to detail, you work efficiently and quickly, and you know how to manage priorities.
  • You are fluent in French, English (mandatory). Excellent writing skills.
  • Autonomous and adaptable, you are used to work in matrix organization
  • You have the ability to represent HI at international conferences and high-level meetings
  • You share and embody HI values: humanity, inclusion, commitment, integrity.

EMPLOYMENT CONDITIONS :

  • Type of contract: PERMANENT, 38 hours a week
  • Based in Brussels
  • Remuneration Package: includes a gross monthly salary, 13rd month, restaurant vouchers, hospitalization insurance, group insurance.
