Project Background

Integrity leads the Peacebuilding, Evaluation, Analysis, Research, and Learning (PEARL) Activity for the USAID Bureau for Conflict Prevention and Stabilization’s Center for Conflict and Violence Prevention (CPS/CVP). PEARL is a global buy-in mechanism that offers violence and conflict analysis, peacebuilding evaluation, and knowledge management services to USAID Missions and Operating Units.

Through PEARL, Integrity will evaluate efforts to achieve U.S. Strategy to Prevent Conflict and Promote Stability (SPCPS) policy goals in the Global Fragility Act (GFA) priority countries (Haiti, Libya, Mozambique, Papua New Guinea) and region (Coastal West Africa: Benin, Côte d’Ivoire, Ghana, Guinea, Togo). The global-level evaluation will help distill lessons learned in prevention, stabilization, partnership, and management for U.S. Government interventions in fragile contexts. As part of the U.S. SPCPS evaluation portfolio, Integrity is conducting a series of case study evaluations to identify contributions toward the SPCPS objectives defined for each priority country and region.

In Mozambique, Integrity is conducting an external mid-term performance evaluation of the Preventing Violent Extremism and Building Social Cohesion in the Northern Region of Mozambique Activity implemented by the International Organization for Migration (IOM). The Activity aims to reduce vulnerability of un- or under-employed people potentially at risk of radicalization and recruitment by violent extremism groups.

Integrity is recruiting an experienced Team Leader who is available beginning in July 2024, with anticipated completion of the assignment in April 2025. The position will require continuous engagement throughout the period of performance in accordance with the agreed-upon schedule, with 100% LOE expected from September to December 2024. This position is based remotely outside Mozambique and will involve travel to Maputo for stakeholder engagements and in-person fieldwork. The position may also include in-person fieldwork in Cabo Delgado, Niassa, and Nampula provinces in northern Mozambique.

Scope of Work

The Team Leader will manage a team of international and local experts in delivering the evaluation, which will examine the IOM Activity and its effectiveness in achieving outcomes across three target populations: women, youth, and IDPs. The evaluation will entail co-design sessions, desk review, fieldwork to collect qualitative and quantitative data, and a recommendations workshop with evaluation stakeholders.

The Team Leader will provide technical leadership for all aspects of the evaluation. This includes leading evaluation design and implementation, production of deliverables, client and stakeholder engagement, and day-to-day management of the evaluation team to ensure high-quality services and outputs that meet the client’s needs. The Team Leader will work closely with the Integrity Home Office Activity Management Unit to ensure that the evaluation is planned and implemented in accordance with the USAID Evaluation Policy, Integrity standard operating procedures, and PEARL analytical and communications standards. The Team Leader will also coordinate with the PEARL SPCPS global evaluation team to ensure alignment, transfer of knowledge, and adaptations based on lessons learned.

Terms of Reference

  • Lead a team of international and local experts in desk review, data collection, and synthesis, providing guidance and direction to ensure that the evaluation is completed on time and to a high standard of quality.

  • Provide day-to-day management of progress against the agreed scope of work, timeline, and available resources, escalating risks and challenges to the Activity Director and PEARL Task Order Manager.

  • Plan and facilitate co-design and utilization activities with key stakeholders throughout the assignment, in coordination with PEARL learning and outreach specialists.

  • Build and maintain positive relationships with evaluation stakeholders, including implementing partners, government officials, civil society representatives, and other key actors.

  • Ensure the assignment is conducted rigorously and objectively, in line with conflict-sensitive and ethical standards, and in accordance with PEARL policies and procedures.

  • Develop actionable recommendations for USAID programming based on the evaluation findings and conclusions.

  • Write an evaluation design, evaluation report, and other deliverables agreed upon in the scope of work.

  • Present findings and recommendations to USAID and other stakeholders, including relevant government officials, civil society representatives, and local stakeholders if requested.

  • As needed, support the recruitment and onboarding of international and local researchers, subject matter experts, logisticians, and interpreters.

  • Serve as the security focal point for the evaluation team during fieldwork, ensuring compliance with security operating protocols and procedures.

  • Complete other tasks as requested/required by the Integrity Home Office Activity Management Unit and PEARL Task Order Manager.

    Your Experience and Expertise

  • Advanced degree in conflict studies, international relations, political science, or a related field.

  • At least 8 years of progressively responsible experience conducting research and evaluations in the humanitarian or international development field, with a minimum of 5 years of experience in conflict- affected settings, peacebuilding, or related fields.

  • Previous experience working in Mozambique, particularly in the northern region, strongly preferred.

  • Strong knowledge and understanding of the social, political, and economic context and key actors.

  • Experience leading research teams and managing complex evaluations or research projects.

  • Experience conducting evaluations in accordance with the USAID Evaluation Policy strongly preferred.

  • Strong analytical skills, with experience in quantitative and qualitative data collection and analysis.

  • Fluency in English required. Excellent communication skills, including the ability to write clear and concise reports and present findings to diverse audiences.

  • Proficiency in Portuguese preferred.

  • Excellent organizational skills and ability to manage multiple priorities and meet deadlines.

  • Exceptional interpersonal skills, with the ability to build and maintain relationships with evaluation team members and stakeholders.
