Overview
Introduction:
The United Nations Development Programme (UNDP), in partnership with the Government of South Sudan, is implementing the Peace and Community Cohesion III (PaCC) programme. The project aims to contribute towards setting South Sudan on a pathway to sustainable peace and development through: a) strengthening national and local level infrastructures for peace in order to prevent and manage conflicts; b) deepening social, cultural and economic cohesion among communities to foster healing, reconciliation and peaceful coexistence; c) empowering citizens, with added emphasis on women, youth and other marginalised groups for voice, agency and participation in governance and peacebuilding initiatives; d) supporting community violence reduction and community-based reintegration; and e) promoting conflict sensitive response to emerging threats such as climate and nature-based conflicts. The programme activities have been approved through its steering committee and the Government of South Sudan (National Ministry of Peacebuilding).
In this context, UNDP is launching this call for proposals to ensure the efficient implementation of its PaCC programme in Northern Bahr El Ghazal State.where Northern Bahr El Ghazal Sate has continued to face recurrent inter-communal conflicts, competition over natural resources, weak local governance systems, climate-related shocks, and limited economic opportunities for vulnerable populations. The situation has further deteriorated following the outbreak of conflict in Sudan in April 2023, which has resulted in a significant influx of refugees, returnees, and displaced populations into Northern Bahr El Ghazal State (NBeGS). The arrival of these populations has placed additional pressure on land, water resources, grazing areas, and public services, increasing the potential for conflict between host communities and displaced populations.
Northern Bahr El Ghazal State, particularly Aweil East, Aweil West, and Aweil Centre Counties, has experienced growing tensions related to seasonal migration patterns, access to land, livestock movement, and competition over natural resources. Climate-induced challenges such as floods, droughts, and erratic rainfall continue to undermine livelihoods and exacerbate community vulnerabilities. These factors disproportionately affect women, youth, returnees, refugees, and internally displaced persons (IDPs), increasing risks of social exclusion, violence, and recruitment into negative coping mechanisms.
To address these challenges, the United Nations Development Programme (UNDP), in partnership with the Food and Agriculture Organization (FAO), is implementing the Peacebuilding Fund (PBF) funded project entitled “Community Security and Conflict Resolution Initiative in Northern Bahr El Ghazal State.” The project seeks to strengthen local peace infrastructures, improve conflict prevention mechanisms, enhance social cohesion, and create sustainable livelihood opportunities for conflict-affected communities.
Selected CSOs in the target locations will work closely with the respective State Ministries of Peacebuilding and community peace structures, State Ministry of Lands, Housing & Public Utility, State Ministry of Local Government and State RRC. These institutions will provide guidance, coordination, and oversight to ensure effective implementation of the funded activities and contribute to sustainable peace and community cohesion.
