The Labor Information and Analysis System for Latin America and the Caribbean (SIALC) is a regional project of the ILO for Latin America and the Caribbean, which is responsible for collecting, harmonizing, systematizing, disseminating and maintaining files of socio-labor information of the countries in the region. The information collected is aimed at supporting the decision process and supporting the research process of the most significant variables of the labor market.

The project also promotes institutional strengthening and development by making available to the ILO Regional Office for Latin America and the Caribbean, as well as various government agencies and employers’ and workers’ organizations in the region, a set of tools that They allow us to evaluate and monitor – in a comprehensive manner – the behavior of the labor market, processing and disseminating information regarding the workplace and complementing it with variables from the economic, social and demographic contexts of the countries.

The project also provides technical assistance and direct support to the organization’s constituents, responding to the requests that they make in the field of statistics either through the Multidisciplinary Technical Teams (ETMs), the Area Offices, the Regional Office, the Headquarters. or directly to SIALC.

The Labor Statistics Programming Assistant will be part of the SIALC project in Panama and will work under the direct supervision of the National Coordinator of the project. She will be responsible for applying specialized statistical and programming techniques aimed at the processing and systematization of statistical data on the labor market, as well as the technical and methodological analysis of statistical processes.

Description of tasks

Reports directly to the National Coordinator of the SIALC project. Your workplace will be located at the ILO Project Office facilities in Panama, in Panama City.

  • Develop and keep updated the Statistical Programs (Script) that generate data on the labor market, derived from microdata, publications, administrative records, questionnaires and various official sources of information used by the project, through the use of programming languages ​​such as SPSS, STATA, R, or Python to write efficient and functional code.
  • Design and maintain updated databases and data systems on the labor market, being responsible for their quality through:
  • Analyze the methodological and conceptual information that supports the statistical processing carried out and introduce the pertinent adjustments in accordance with the processing request, seeking to ensure the integrity, quality and security of the data, within the defined deadlines.
  • Review the statistical consistency of the results obtained and make the required adjustments, according to the processing request.
  • Evaluate the coherence of the processing taking into consideration the official figures of the countries and/or recommendations emanating from the International Conference of Labor Statisticians (ICLS).

Perform Exploratory Data Analysis (EDA) through:

  • Analysis of results using statistical and analytical techniques.
  • Exploration and visualization of patterns, trends and anomalies.
  • Use of graphical and statistical tools to summarize and present findings.
  • Construction of data series of the various variables in formats such as numerical series, indices, graphs, etc.
  • The interpretation of data to extract its meaning and context, through the identification of patterns, trends and key relationships in the data.
  • Develop and maintain regional and global databases and databases, and applications and programs that allow automating processes, both with regard to the production of statistical data and to improve the efficiency of procedures required in the ILO – SIALC project.
  • Processing of the activity condition according to the guidelines of the latest ICLS in case the country has not adopted it but it can be calculated or brought closer to the required criteria. (Approved Series).

Prepare reports, dashboards, visualizations and other tools that effectively communicate the results of data analysis for decision making.

Identify opportunities to improve data analysis processes and propose alternatives to increase efficiency (automations, workflow review, etc.).

Collaborate with the SIALC Project Coordinator to work jointly with interdisciplinary teams, depending on the required information. 

Create and maintain documentation on the methods used, decisions made and results obtained in relation to data bases and systems, to facilitate replicability.

Carry out missions, participate in workshops, training activities and technical assistance linked to the statistical process developed by the SIALC project.

Carry out other activities that are required in terms of statistical processing.

Perform other related tasks and/or functions assigned by your supervisor and/or by the Deputy Regional Director.

Education

Minimum:

  • Complete secondary education
  • Training in topics related to statistics and programming of statistical software and data processing

Advantage / Valuable / Desirable:

  • Bachelor’s degree in a field related to statistics, economics, computer science, and statistical software programming and data processing will be considered an advantage.

Experience

Minimum:

  • 7 years of experience in database processing using programming languages ​​(Stata, SPSS, STATA, R, or Python) as well as in the analysis, design and maintenance of data bases/systems.

Advantage / Valuable / Desirable:

  • Experience in the development of programs, code and consultations related to specifications coming from STAT specialists and/or officials.
  • Experience in developing and providing support for special applications and software.
  • Experience in designing reports as per user requirements. Produce standardized and non-standardized reports, extracting the necessary information from databases.
  • Work experience in institutions that produce information from sample surveys.
  • Knowledge of labor market information systems
  • Knowledge of project work and the work performed by the ILO.
  • Languages ​​and computing

Minimum:

  • Excellent command of Spanish.
  • Use of word processing software, spreadsheets and internet browsers, preferably in the Microsoft 365 environment
  • Use of collaborative tools and for organizing virtual meetings.
  • Use of data analysis software, statistics

Advantage / Valuable / Desirable:

  • Intermediate level of English (spoken and written) will be considered an advantage.
  • Knowledge and use of tools such as Prezi, Survey Monkey, Canva, others.
