Local Consultancy: Advocacy and Communication – Nutrition (11 Months)

Scope of Work:
Under the guidance of the Chief of Advocacy and Communication/Officer in Charge, and the Nutrition Manager, the consultant will help maximize the gains achieved from the nutrition advocacy and strengthen follow-on actions from the following initiatives:
  • Technical support for development of a UNICEF Philippine Country Office (PCO) nutrition advocacy and communication canvas/plan.
  • Review, update, and support implementation the Department of Health (DOH)-Philippines Multisectoral Nutrition Project (PMNP) Visibility and Communications Plan.
  • Technical support on advocacy asks in preparation for UNICEF senior management, programme Advocacy and Communication staff members’ media engagement and support to Parenting Month (June) Nutrition Month (July), Breastfeeding Month (August), Obesity Prevention Awareness Week (1st week of September).
  • Under guidance and approval of section, produce of nutrition (including PMNP) materials for social media and donors/partners. This includes human-interest stories, short documentaries/videos, and interviews with UNICEF and government staff at national and sub-national level.
  • Under guidance and approval of section, develop of nutrition press release statements and other related materials.

The consultant will focus on:

  • Coordination among internal stakeholders only with UNICEF Nutrition Team, Advocacy and Communication Section, Mindanao Field Office, HQ and East Asia Pacific Regional Office Advocacy and Communication focal points, Department of Health Communication/Media Team and DOH Health Promotion and Communication Service.
  • Technical support for UNICEF PCO Nutrition Advocacy and Communication Plan.
  • Updating and popularization of key stats, messages, and evidence.
  • Working with the Communication Officer for Media for pieces targeted at decision makers and caregivers.
  • Ensuring donors are acknowledged in communication materials as relevant.
  • Elevate risk issues and advise on crisis communications during negative news, if any.
Tasks:
  1. Technical support for the development of a UNICEF PCO Nutrition Advocacy and Communication Planning.
  2. Ensure consistent advocacy efforts to keep nutrition (including PMNP) in the national agenda. Sustain office-wide focus on nutrition (including PMNP) by implementing the UNICEF PCO advocacy and communication strategy, identifying milestones and media moments as necessary.
  3. Coordination across sectors, teams, and stakeholders. Serve as the bridge between CO Sections, MFO, HQ Communication, and DOH teams.
  4. Produce compelling and creative communication materials. Ensure impactful communication materials that will promote awareness and prompt action.
Deliverables:

– Work with the Nutrition Team (Manila and MFO) in development of an overarching Advocacy and Communication Plan:

  • Draft and finalized and updated UNICEF PCO communication and advocacy plan with priorities for June 2024 to December 2025.

– Programme communication and advocacy materials as needed:

  • Technical support to the Nutrition Lead and the Advocacy and Communication Section Chief to implement the PCO Nutrition Communication and Advocacy Plan.
  • Updated PMNP Visibility and Communications Plan.
  • Identified advocacy strategy, milestones, and media moments for June 2024-December 2025.
  • Update key stats, messages, evidence and turn them into different digestible formats for various audiences.
  • Seek moments of opportunistic advocacy within national programmes, plans and projects, private sector, or civil society work.
  • Work with different UNICEF nutrition focal persons to produce compelling content.
  • Prepare internal briefers.
  • Ensure teams are up-to-date on recent directions and actions.
  • Regularly attend and organize internal coordination meetings.
  • Ensure timely feedback and builds on messaging, key directions, issues.
  • Link relevant people or organizations to promote cross-fertilization of ideas.

– Support to creative tactic development, activation of partners and programme experts:

  • Coordination of at least 4 creative advocacy activations in support of the immunization and child health advocacy agenda.
  • Ensure data is updated and contextualized to country context.
  • Produce a range of communication products targeting key PMNP stakeholders, decision makers, media, caregivers, public.
  • Gauge sentiment of public in response to messages produced or in cases of risk.
  • Assist in producing advocacy messages and advancing immunization goals in times of emergencies.

Education/Experience:

  • 2 Years work experience with a postgraduate degree or 5 Years work experience with Bachelor’s (Communication with specialization in development or political comms, public health, research, political science/political economy, international/foreign relations, or other related fields in the social sciences).

Knowledge/Expertise/Skills Required:

  • Minimum of 2 years’ experience working particularly in advocacy, partnership preferable in social development area is required.
  • Proven track record in developing practical advocacy and communication strategy and compelling and innovative approach to draw attention. In-depth knowledge and understanding of advocacy environment, what works and how, is required.
  • Strong understanding and knowledge applicable to improvement of digital media in a highly competitive landscape is required.
  • Strong network and ability to reach out to key actors and influencers to build communication alliance for UNICEF. Thorough understanding of creative and advance level use of traditional and new media for advancing advocacy agenda is required.
  • Experience in developing baseline, monitoring, and measuring communication and advocacy interventions linked to the advocacy strategy is required.
  • Min. 2 years’ experience coordinating minor and major events; preferably with UNICEF or other UN agencies is required.
  • Experience in implementing media/digital advocacy engagement is required.
  • Experience writing event report is required.
  • Knowledge of child rights is an advantage.
  • Good coordination/project management skills is an advantage.
  • Understanding of public health, including in nutrition is an advantage.
  • Previous UNICEF/UN and/or INGO experience in a similar role is an advantage.
Language:
  • Fluency in English, both in oral and written communication, and knowledge of the relevant local language is an asset.
