Application Deadline 08/18/2024Position SummaryReporting to the Director, Development Planning, the Manager, Development Planning will provide leadership and guidance to the City’s Development Planning Division. This position is responsible for the the oversight of the day-to day-operations including training Development Planning staff that are responsible for the processing of all development planning applications. You will provide expert land use planning recommendations and advice to the Ontario Land Tribunal (OLT), Council, Senior Management and other stakeholders; manage expectations and resolve complex issues and conflict related to the processing of development applications and studies; and, implement and promote the City’s strategic plan and foster a culture of innovation, engagement, collaboration and respect.Key Duties and Responsibilities

  • Managing, training and overseeing of Development Planning staff (professional planners and administrative staff) with respect to the processing and evaluation of all development planning applications;
  • Assist in the formulation of City position(s) with respect to the full range of development planning applications as well as oversight and approval of the preparation of staff reports and implementing documents such as the Official Plan Amendments, Zoning By-Laws, Site Plan/Development agreements etc.
  • Manage expectations and resolve complex issues and conflicts related to the processing of development applications and studies as raised by Council, applicants and external stakeholders
  • Provide expert land use planning advice to Council, Senior Management and other stakeholders with respect to all development applications submitted to the City while protecting the public interest
  • Attend Council, Committee of the Whole, Council Public Meetings and other meetings to present land use planning recommendations, professional land use advice/identify emerging planning issues, provide clarity and direction to matters pertaining to the development planning approval process and the duties and responsibilities of the City related to land use planning
  • Participate as a member of the Departmental management team to lead divisional priorities to ensure efficient delivery of services while encouraging creative thinking and the development of innovative solutions
  • Liaise and communicate directly with individuals or groups to scope identified issues and develop solutions to resolve potential conflicts or challenges arising with development proposals
  • Lead and resolve issues related to the preparation of Terms of Reference for MESPs, EISs, Secondary Plans, Tertiary Plans, Infill Studies, etc.
  • Manage the establishment of urban area expansions, prepare Secondary Plan policies and associated implementing documents and lead Tertiary Plans as required
  • Lead the City’s response to legislative changes that affect development planning review and provide leadership and direction to staff on any of these changes
  • Lead and implement City-initiated innovation and process improvement initiatives in order to the keep the City’s development application review practices up-to-date and in compliance with direction from the province
  • Undertake regular review and assessment of the City’s development application review processes to ensure that the City’s interests are addressed and is in conformity with the City’s Official Plan and provincial land use documents
  • Represent the Division/Department on Corporate and/or cross-departmental committees/projects/initiatives
  • Responsible for sectional budget preparation and monitoring
  • Attend and provide expert testimony at the OLT hearings in support of the City position/ interests

Education and Experience

  • Degree in Urban Planning, Public Administration or related discipline
  • Canadian Institute of Planners (MCIP) designation is required
  • Ontario Professional Planners Institute (OPPI) is required
  • 7 years progressive experience, with a minimum of 5 years in a supervisory role is an asset

  • Must be and willing and able to transport yourself to City work sites as required (mileage compensated).
  • Regular attendance at Council or other meetings outside regular business hours
  • Proficient in Microsoft Office, OCE Web, ABC Docs, Escribe, Adobe, Energov (or comparable Development Application Tracking Platform)
