Policy Fellow (Public Finance)
University College London
About us The Institute for Innovation and Public Purpose (IIPP) is a department within UCL and part of The Bartlett faculty, known internationally for its radical thinking about space, design and sustainability. We are at an exciting point in history, with radical thinking emerging in economics and policy-making. By offering a new approach where public and private sectors can meet – and focusing minds on public value and mission-oriented policies – we can solve 21st-century challenges, collaboratively. The work of the UCL Institute for Innovation and Public Purpose (IIPP) is influencing global policy decisions and creating new policy collaborations to deliver public value-driven innovations. The mission of IIPP is to change how public value is imagined, practiced and evaluated to tackle societal challenges—and, by doing this, deliver economic growth that is innovation-led, sustainable and inclusive. We help global policy makers discover better solutions to complex problems — in areas like industrial strategy, innovation policy, economic development, and institutional design. IIPP is founded and directed by Mariana Mazzucato, who holds the Chair in the Economics of Innovation and Public Value. Deputy Director of IIPP Rainer Kattel is Professor of Innovation and Public Governance. Our team brings together an interdisciplinary group of cutting edge academics and practitioners with global experience. The institute is based around four core areas: 1. New research for a new movement 2. Training the next generation of leaders 3. Global Policy Impact 4. Engaging the public.About the role Within the topic area of industrial strategy, the successful candidate will be primarily responsible for: • Writing high-quality policy reports, opinion editorials and other outputs. • Developing research plans and carrying out policy-related research under the direction of Professor Mariana Mazzucato. • Engaging with policy and academic stakeholders to develop implementable policy solutions based on IIPP research. • Identifying and advising on relevant opportunities for policy impact and collaboration, and contributing to policy impact strategies. • Developing briefing notes and providing advice and support to Professor Mazzucato in relevant policy meetings and engagements with senior leaders from governments, multilateral institutions (such as the United Nations and World Bank), and other stakeholder groups. • Project managing policy projects, developing strategic and practical plans for project implementation and ensuring that projects stay on track and aligned with project goals and PI direction.About you The postholder will advance policy reports, support Professor Mazzucato’s role on global councils and engagement with government and multilateral organization leaders, and lead on practice-based projects aimed at applying insights from IIPP research to inform the design of policies, tools and institutions, working in partnership with ambitious governments around the world. Projects will be informed by recent work, such as: • Work on industrial strategy, e.g.: Transformational change in Latin America and the Caribbean: A mission-oriented approach and Innovation-driven inclusive and sustainable growth: challenges and opportunities for Brazil • Work on the need for a new social contract between government, businesses and labour, including Industrial Policy with Conditionalities: A Taxonomy and Sample Cases and Governing the Economics of the Common Good • Work on the public sector capabilities, tools and institutions needed to implement a mission-oriented approach to industrial strategy, e.g.: COVID-19 and the Need for Dynamic State Capabilities: An International Comparison; Mission-led procurement: Early insights from exploratory work in Camden; Transforming the system of SOEs in South Africa: Towards a mission-oriented state holding company; and Mission-oriented development banks: the case of KfW and BNDES.What we offer IIPP brings together an interdisciplinary group of cutting-edge academics and practitioners to influence global policy decisions and create new policy collaborations.
