Eurasia Regional Head of Resource Mobilization Operations
The International Committee of the Red Cross (ICRC) www.icrc.org is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of war and other situations of violence and to provide them with assistance. The ICRC responds to humanitarian needs worldwide through its network of delegations and as part of the wider International Red Cross and Red Crescent Movement.
In the context of growing humanitarian needs, the ICRC launched its Resource Mobilization Strategy 2020-2030 to guide fundraising efforts over the course of the next decade. This strategy is underpinned by the Movement-wide Principles for Resource Mobilization, adopted at the 2017 Council of Delegates, which articulate a vision in which resource mobilization within the International Red Cross and Red Crescent Movement becomes more than the sum of individual efforts by different Movement components. Fundraising efforts at the ICRC are geared towards making this vision a reality, adopting a central guiding principle that ‘what is good for the Movement, is good for the ICRC’. The ICRC is committed to working together with Movement components (National Societies and the International Federation of the Red Cross and Red Crescent) to make this vision a reality and maximize our individual and collective potential.
A Strategy Implementation Plan process is guiding this evolution to deliver increasing income for the ICRC and the other Movement components with which it actively collaborates on Private Sector Engagement (PSE).
At Resource Mobilization (REM) Regional level, this management position is central to the growth of the income stream from Private Sector, by improving and strengthening the value proposition, the narrative, the offering and the posture with Private donors across Europe.
This role will establish, develop and lead the Private Sector Engagement (PSE) team for Europe, with the objective to build and sustain a growing range of strong funding collaborations, primarily with and through Movement partners, which progressively increase the ICRC and wider Movement’s engagement with and income from the private sector.
• Internally: leads the REM PSE in Europe; interacts in a “networked approach” with the REM Regions and the PSE and Movement Centers of Expertise, plus PSE colleagues in other geographies, the REM division and the ICRC at large, especially regional Operations, Movement, and Communications colleagues.
• Externally: engages with senior leaders within the International Red Cross and Red Crescent Movement, especially those focused on private sector fundraising and engagement; also engages with key private sector stakeholders / partners and networks within the region.
• Leads, manages and supports a team of +/- 15 PSE account managers in their engagement with delegations, Operations, policy, métiers, etc.
• Identifies competency gaps, proposes upskilling opportunities and contributes to developing the capacities of the team in close collaboration with the PSE CoE, enabling staff to grow; develop and perform effectively
• Actively participates, with PAC colleagues, in the recruitment of PSE account managers, seeking to attract, inspire, develop and retain talented fundraisers.
The Income Stream Coordinator (PSE) holds ultimate accountability to Europe growth and the diversification of its Private Sector-sourced income portfolio, working in a matrixial approach within a REM Eurasia Region and the PSE Center of Expertise.
Managing Vision and Strategy:
• Develops and leads the implementation and monitoring of a PSE strategy and associated investment at the regional level, in accordance with institutional and divisional resource mobilization targets.
• Provides tactical, high-level, stewardship advice regarding the Region’s “fundraising for” and “fundraising in” perspectives.
• Supports Account Managers in their relations with Delegations, Operations Region, Policy, Métiers, etc with coherence and mindful of the “big picture”
Managing Donor / Partner Experience:
• Works closely with and in support of Relationship Managers who deliver income from private sector audiences, both through Movement partners for shared benefit, and, where appropriate bilaterally with supporters.
• Identifies and details strategic market trends (opportunities and challenges) and associated Private Sector needs.
• Develops and maintains the supporter / partner strategy and business plan across all channels and for all value propositions with the Region
Managing portfolio of value propositions:
• Is accountable for the Region’s portfolio for Private Sector income (performance and improvements)
• Develops actionable partnering strategies and propositions
• Assess value proposition performance
• In close collaboration with the PSE Center of Expertise (CoE) and Donor Engagement Solutions teams, identifies and commissions the development of compelling narratives, content and products, which align with and / or complement those of Movement partners, to expand the Movement’s offering to and revenue from private sector sources.
Donor Activation:
• Creates Market and competitor insights from all internal and external sources
• Develops in market segmentations of donors, based on objectives and creates enabling strategies.
• Manages the creation, development and execution of marketing campaigns, direct to market and through channel partners.
• Buils relationships and networks in coherence with other REM colleagues / units
Managing Fundraising Activities and Communications:
• Develop Region specific partnering requirements and enabling strategies for direct channel fundraising
• Leads the negotiation of (sometimes complex) funding collaborations with Movement and private sector counterparts, seeking to understand their ambitions, interests and requirements and developing mutually-beneficial collaborations.
• Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement.
• Understands and adheres to the ICRC Code of Conduct.
• Understands the roles of the Movement components.
• Respects and observes staff regulations and security rules at all times.
• Represents the ICRC in a professional manner at all times.
• Develops and maintains a pleasant and conducive working environment with colleagues and line managers.
• Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC.
• May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary.
• Ideally 12 – 15 years’ professional fundraising experience from the private sector with demonstrable results in driving revenue growth within a major fundraising market.
• At least 5 years’ successful experience at a senior level in planning for strategy, securing and funding from the private sector .
• Experience of supporting fundraising capacity and market development.
• In-depth knowledge of and familiarity with cultures and donor practices in Europe. A deep understanding of the philanthropic culture and private sector fundraising landscape, notably in Switzerland, is a strong asset.
• Strong financial acumen, monitoring, analytical and reporting skills.
• Stakeholder and client-focused.
• Good understanding of current humanitarian issues and priorities.
• Collaborative, characterized by thoughtful action and decision-making, empathy, discretion and tact.
• Excellent communication skills with good interpersonal and negotiation skills; well-able to explain complex issues to others and present the organization in an engaging and concise manner.
• Knowledge of the International Red Cross and Red Crescent Movement.
• Relevant existing professional and personal networks across the relevant region.
• University degree or equivalent experience
• Fluent command of English. French, German, Spanish or Italian an asset.
• Excellent digital proficiency
