UNDP multi-country office in Malaysia, Singapore and Brunei Darussalam provides technical assistance, policy, and technical advisory services to the Governments of Malaysia, Singapore and Brunei Darussalam in their efforts towards achieving the Sustainable Development Goals (SDG), in partnership with development partners, financial institutions, the private sector, and civil society.
In Malaysia, UNDP’s programme priorities and partnerships are defined and operationalized through the Country Programme between the Government of Malaysia and UNDP to support and contribute to the development priorities and results envisioned in the 5-year Malaysia Plan. Malaysia is currently implementing several projects (with public sector partners) that support the 12th Malaysia Plan, which is anchored around three key themes, namely resetting the economy, strengthening security, well-being, and inclusivity as well as advancing sustainability.
The Governance Programme team of UNDP in Malaysia, Singapore, and Brunei Darussalam comprises a set of projects relating to the promotion of good governance in the institutional, economic, and communal spheres. While UNDP’s work in the institutional and economic spheres pertains to standards-setting (in a wide sense) at the national level, working on the ground with local communities is essential when building resilience and social cohesion.
In the current set-up for the Governance unit under the current UNDP Country Programme Document (2022-2025) for Malaysia, UNDP will focus on developing a pipeline of existing projects and managing projects relating to strengthening the rule of law, which includes institutions such as parliament, and government bodies overseeing human rights. This may also include identifying potential and developing future projects under this thematic area. New projects will be continuously sought to expand the rule of law pillar in the Governance unit.
Duties and Responsibilities
Under the guidance and direct supervision of the Governance Team Lead, the Programme Analyst, Rule of Law, will be primarily responsible for the management of a thematic set of projects relating to strengthening the rule of law, as mentioned in the preceding paragraph. The Programme Analyst will also analyse related political and social trends, lead the formulation, and evaluation of programme activities within the portfolio, as well as provide policy advice. The incumbent will also undertake efforts to mobilise resources to expand the thematic area of the rule of law. In this regard, the incumbent will work closely with other colleagues/teams in the CO and adopt a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams to enhance and enable horizontal collaboration. The Programme Analyst may also manage and supervise project teams to ensure that project personnel, experts, and service providers operate effectively and efficiently for the successful implementation and timely delivery of programme/project results under her/his supervision.

Provide leadership and coordination in knowledge building and management in the area of rule of law focusing on the achievement of the Country Programme and Country Office’s performance.
