This position is located in the Innovation Cell, within the Policy and Mediation Division (PMD) of the Department of Political and Peacebuilding Affairs (DPPA) at United Nations Headquarters in New York. The incumbent will report to the Team Leader of the Innovation Cell.
The Innovation Cell builds on the commitments of the Secretary-General’s vision for UN 2.0 and the Quintet of Change. It serves as a catalyst for innovation, experimentation and exploration with regard to data, new technologies and new methodologies within DPPA, and as a resource for the wider peace and security pillar.
Within the limits of delegated authority, the Programme Assistant will be responsible for the following duties:
• Assists in the coordination of programme/project planning and preparation work related to the Department’s innovation initiatives and activities, especially managing budget expenses and finances.
• Compiles, summarizes, and presents basic information/data on related topics or issues.
• Reviews documents, including budget and project proposals, for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identifies inconsistencies; distributes project documents to relevant parties upon approval.
• Serves as focal point for logistical and administrative coordination of programme/project implementation activities and events related to innovation, including liaising with other organizational units to initiate requests, obtain necessary clearances, and process and follow-up on administrative actions, such as recruitment and appointment of personnel, travel arrangements, training/study tours, authorization of payments, disbursement of funds, and procurement of equipment and services.
• Drafts administrative correspondence on related issues and prepares and updates status reports, briefing notes, graphic and statistical summaries, and data spreadsheets.
• Provides general office assistance; responds to complex information requests and inquiries; reviews, logs and routes incoming correspondence; sets up and maintains files/records; organizes meetings, workshops; and handles routine administrative tasks, such as maintaining attendance records and assessing billing.
• Performs other duties as assigned including providing back-up assistance to other teams when needed.

Understanding of the functions and organization of the work unit and of the organizational structure and respective roles of related units. High school diploma or equivalent is required.
A minimum of five years of progressively responsible experience in programme or project administration or related area is required.
Experience in the use of office software packages (e.g. MS Word, Excel, PowerPoint) is required.
Experience in using integrated information management systems such as Enterprise Resource Planning (ERP) system, document management systems and recruitment platforms is required.
Experience in the application of Rules and Regulations in an international organization is required.
Experience working with digital and technological tools such as social media, online platforms, and multimedia is required.
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (both oral and written) is required. Knowledge of another official United Nations language is an advantage.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
• This position is funded by extra budgetary resources and is temporarily available until 31 December 2023. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.
• This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.
• Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.Submitting an application or selection for the current temporary job opening does not delay or increase the mandatory age of separation.
• Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as “retirement.” Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.
• Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test after submitting an application. Having passed the Administrative Support Assessment Test [in English] at the United Nations headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International criminal tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST.
• This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.
