Introduction
The overall objective of the consultancy is to conduct research and needs assessment to generate evidence on public awareness, access barriers, institutional responsiveness and citizen satisfaction in order to inform policy development, strengthen public accountability, and expand inclusive access to information in The Gambia.
- Map key stakeholders, institutions, CSOs, media actors and citizen groups involved in access to information and public accountability.
- Assess citizens’ awareness and understanding of access to information rights, frameworks and procedures.
- Identify barriers faced by the public, particularly women, youth, persons with disabilities and marginalized groups, in accessing public information.
- Assess citizen satisfaction with selected public services and institutional responsiveness.
- Generate statistically reliable baseline data, including perception indicators disaggregated by sex, age, disability, location and socio-economic status.
- Produce practical recommendations and a policy brief to inform reforms, institutional planning and project implementation.
- Identify institutional capacity gaps and priority interventions required for implementation of the Access to Information Act
