Introduction
UNDP Sri Lanka’s SDG 16 portfolio (Peace, Justice, and Strong Institutions) promotes inclusive and participatory governance, institutional accountability, and civic empowerment. Under this umbrella, the 3P4D Initiative supports legal and civic infrastructure that enables citizens- particularly women, youth, and marginalized groups to actively shape policy, monitor governance, and contribute to decision-making processes.
This initiative contributes to Sri Lanka’s SDG 16 portfolio by supporting transparent, participatory, and accountable governance systems at both national and subnational levels. By strengthening civil society’s role in governance, the project seeks to increase public trust in institutions, enhance oversight mechanisms, and promote sustainable, people-centered policy reforms. Furthermore, the initiative applies a strong gender and youth inclusion lens, ensuring that women, youth, and marginalized communities are equipped with the knowledge and tools to actively participate in governance, advocate for their rights, and contribute to inclusive and equitable decision-making processes.
A potential component of this work is the creation of a digital citizen engagement platform, designed to enhance two-way communication between the public and public institutions. Before investing in such infrastructure, it is critical to understand public demand, usage preferences, and barriers to access.
The overall objective of the assignment is to carry out a pulse survey that will provide insights that will help strengthen the use and impact of such a platform upon its implementation.
