The International Civil Aviation Organization (ICAO) sets international Standards and Recommended Practices (SARPs) for aviation safety, air navigation, security, and environmental protection. To that effect, ICAO is a knowledge-based organization engaged in the development of intellectual property.
The Revenue and Product Management (RPM) Section is part of the Capacity Development and Implementation Bureau (CDI) at ICAO, and is focused on revenue-generating activities of the Organization. The portfolio of revenue-generating activities includes publications, databases, websites, training, printing services and events. The revenues generated by these activities are required to promote the implementation of ICAO’s Strategic Objectives and to carry out related Programme Support. The Section is responsible for the overall strategic planning, stakeholders’ collaboration, coordination, promotion, and distribution of these saleable products, in close coordination with the other Bureaus/Offices of the Organization.
The Global Aviation Training (GAT) Section in the Capacity Development and Implementation Bureau (CDI) is responsible for the planning, management and coordination of all ICAO aviation training activities, ensuring the efficient, effective and harmonized implementation of the ICAO Training Policy and response to the training needs of Member States, international and regional organizations, aviation industry and other partners. GAT is the ICAO point of contact for all training and associated activities.
The E-commerce and Publications Sales Unit (ECP) manages all aspects of ICAO’s e-commerce store including technical support and provides customer support for the online sales of all ICAO products including publications, training, new data products and subscription services. The Unit integrates digital systems in order to support new revenue-generating products and existing revenue streams. In addition, ECP manages the sales and distribution of all marketable ICAO publications in both print and digital formats.
The Technical Business Analyst will lead the planning, definition, and implementation of system requirements, act as liaison and subject matter expert between business stakeholders and ICT and provide Technical Project Management services to systems projects as required. The professional will work in a matrix environment with business and technical resources and third-party vendors. The candidate must have strong business analysis skills, broad experience working within a complex matrix organization, and an aptitude towards mentoring less-experienced team members. The incumbent will report to Head, E-commerce and Publications Sales, who will be responsible for assigning tasks, deciding priorities, providing instructions on special tasks, and evaluating results. Additionally, the incumbent will provide close support to the Head of the Training Operations in a matrix form to ensure alignment with the organization’s broader strategic objectives.

This consultancy is initially for twelve (12) months with a possibility of extension. It is a full-time position requiring at least three days a week in the Montreal office. Please note that the monthly rate for Band B varies from $ 5,097 to $ 8,122.
