GENERAL CONTEXT
Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

GENERAL OBJECTIVE OF THE POSITION
The TEMBO SUPPORT OFFICER position will provide governance support across Tembo’s various governance platforms, ensuring alignment with organizational policies and facilitating good reporting and supporting smooth coordination between different governance bodies and working groups. In addition, this role will play a key role in supporting the Tembo Program Manager by coordinating the Request for Proposals (RFP) processes for Tembo’s digital learning platforms, including supporting the consolidation of internal requests and the identification, selection, and contracting of a supplier. The position will also assist with various projects and logistics, ensuring the timely, efficient, and aligned delivery of tasks in line with Tembo’s strategic objectives and MSF’s organizational policies.

SPECIFIC OBJECTIVES OF THE POSITION

  • Support Coordination of RFP Process
    • Oversee the organizational process of the Request for Proposals (RFP), ensuring adherence to the defined methodology, organizational policies and timelines.
    • Support communication activities with all stakeholders involved in the RFP process, ensuring clarity on roles and responsibilities.
    • Monitor RFP deliverables, deadlines, and progress, ensuring all required documents and inputs are collected, consolidated and archived on time.
    • Support the preparation and dissemination of RFP-related documentation, including technical materials and project requirements.
    • Assist the different working groups with organization of supplier evaluation, including organizing presentations and follow-ups with shortlisted vendors.
    • Maintain accurate records of RFP processes, including meeting minutes and status reports.
  • Governance Support
    • Provide administrative support to governance processes, including the preparation of meeting materials, action point tracking, and follow-up for the monthly governance meetings.

    • Support the development and maintenance of governance tools and databases.
    • Assists in the preparation of any ad-hoc governance meeting or workshop upon request.
  • Project & Logistic Support
    • Support the Tembo Program Manager in planning, coordination, and follow-up of projects and initiatives.
    • Support on drafting internal and external project presentations and reports.
    • Track Key Performance Indicators (KPIs) and ensure proper documentation of project progress and outcomes.
    • Provide administrative and logistical support (follow-up of shipping of material, inventories etc.)
    • Assist with the recollection and documentation of lessons learned for ongoing and future projects.
    • Ensure proper archiving of the project documents.

SELECTION CRITERIA

  • University degree in a relevant field (e.g. Business Administration, or related disciplines) or equivalent professional experience.
  • 2 years of experience in project administration, or similar roles involving multiple stakeholders is highly desirable.
  • Strong organizational, planning, and multitasking abilities to meet deadlines.
  • Strong attention to detail and commitment to delivering high-quality outputs.
  • Fluency in English is required. Knowledge of French and/or Spanish is an asset.
  • Proficiency in digital tools (e.g., Microsoft Office Suite, project management tools).
  • Experience in the international humanitarian sector and/or with MSF is an asset.
  • Knowledge of administrative best practices.
  • Excellent communication skills with the ability to work in multicultural teams.

CONDITIONS

  • Position based in any MSF OCBA Hub (Barcelona, MSF-Spain office delegations, Bogota, Dakar or Nairobi). Final location will be subject to the employability of the preselected candidate (residency, work permit, etc.).
  • Full-time position.
  • Annual gross salary: HQ 3A level + secondary benefits based on MSF OCBA Reward Policy. Subjected to local conditions.
  • Duration of position: until December 2025.
  • Starting date: Abril 2025.
