Trainer on Detention monitoring and the protection of human rights while preventing radicalization to terrorism and violence in prisons (Roster), SSA

Background:

The recruitment is for the ODIHR Experts roster.

The OSCE Office for Democratic Institutions and Human Rights (ODIHR) has been tasked by participating States to offer technical assistance and advice on the implementation of anti-terrorism policies in line with their international human rights obligations and commitments.

With its Human Rights and Anti-Terrorism Programme (HRAT), ODIHR is organizing the training courses to strengthen the knowledge and skills of independent detention monitors with regard to protecting human rights while preventing and countering violent extremism and radicalization that lead to terrorism (VERLT) in prison settings. The objective of the training course is to provide detention monitors with: 

  • an enhanced understanding of VERLT and the key human rights issues arising in the context of preventing and countering VERLT in prisons;
  • the ability to analyse and understand particular prison-based security strategies in this particular context;
  • the ability to examine laws, regulations and practices aimed at preventing and countering terrorism and VERLT and their impact on human rights; and
  • the ability to raise key questions in relation to the various human rights issues with prison authorities in their detention monitoring activities.

Objective of Assignment: 

The ODIHR HRAT Programme requires the services of an experienced consultant with detention monitoring background to co-deliver further training courses on Detention monitoring and the protection of human rights while preventing and countering violent extremism and radicalization to terrorism in prisons. 

Duration of Assignment:
The recruitment is for the ODIHR Experts roster, duration will depend on exact assignments. First upcoming assignment is envisaged for the duration of 5 working days between mid June – July 2024 and includes travel to Warsaw for delivery of in-person training. 

Location: 
Remote preparation. Training courses may be delivered across the OSCE region and assignments usually require travel. In general, training courses will be delivered in English and simultaneous interpretation into local languages will be provided. Travel expenses will be covered by ODIHR according to OSCE/ODIHR travel policy.

Tasks and Responsibilities:
Under the overall guidance and direction of the Adviser on Anti-Terrorism Issues, the consultant will be:

  1. Preparing and co-delivering training courses in the field of detention monitoring, terrorism/violent extremism, penitentiary systems and/or persons deprived of liberty;
  2. Developing training courses and modules.

Necessary Qualifications:

  • University degree in law, humanities, social sciences, psychology or other related disciplines. A combination of relevant academic qualifications and extensive experience may be accepted in lieu of the university degree;
  • A minimum of 6 years of relevant professional experience working in promoting human rights in the detention monitoring/criminal justice fields;
  • Solid knowledge of the human rights framework applicable to terrorism/violent extremism, penitentiary systems and/or persons deprived of liberty;
  • Prior experience in the development and delivery of training courses, in particular in the field of human rights and detention monitoring, including for different target groups such as NHRIs/Ombuds-Institutions, civil society and detention monitors;
  • Good understanding of human rights and the ability to apply international human rights standards to an operational context;
  • Experience of approaches in preventing and countering VERLT in the prison context is desirable;
  • Excellent written and oral communication skills in English;
  • Demonstrated gender awareness and an ability to integrate a gender perspective into tasks;
  • Sensitivity to cultural, ethnic and religious diversity.

Remuneration Package:

Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
