Introduction

The United Nations Development Programme (UNDP) Malaysia seeks to engage a qualified Contracted Partner to support the implementation of the Food Systems, Land Use and Restoration (FOLUR) Project in Sabah. The successful proposer will conduct a comprehensive gap analysis of existing public, private, and donor-funded assistance schemes supporting oil palm smallholders, cooperatives, and community-based organizations (CBOs), identify barriers and opportunities for improvement, and develop practical, evidence-based recommendations to enhance the accessibility, effectiveness, coordination, and scalability of these schemes.
In parallel with the analytical scope, the Contracted Partner will lead direct stakeholder outreach and practical capacity-building initiatives to drive smallholder and cooperative participation. This includes organizing at least two local workshops, two roadshows, and a series of at least two information clinics to connect beneficiaries with relevant agencies and financial institutions. Furthermore, the contracted partner will design simple training materials, conduct at least five targeted training sessions covering proposal writing, financial management, budgeting, and grant compliance, and provide practical tools alongside ongoing advisory support throughout the contract period.
The assignment will be undertaken over a period of 20 months and will be delivered through a series of defined outputs and deliverables in accordance with the Terms of Reference.
